Overview
The Purchasing Manager manages, directs, and provides daily guidance, direction, and oversight for Purchasing operations and Buyer staff. Reviews and approves solicitation specifications, addendums, bid/score tabulations, recommendations, and agenda items, resolves vendor disputes, and develops and implements policies and procedures.
Essential Functions
1 Manages, directs, and monitors the operations, staff, and general activities of the procurement and purchasing division; provides contract management, resolves vendor disputes, oversees vendor terminations, and closely monitors Buyer activity for quality control; reviews and ensures that contracts, bids, and related purchasing documents are accurate and complete.
2 Manages the receipt, review, and evaluation of bids, specifications, and award recommendations for all procurement or purchasing requiring City Council approval to ensure applicable laws and procedures are followed and quality purchases are made by the City and its departments.
3 Supervises, directs, and guides to staff to maintain productivity; reviews and monitors all purchasing contracts for completeness and compliance with Federal, State and City code and regulations; ensures appropriate tracking and management of vendor contracts and purchasing agreements.
4 Develops and approves schedules, priorities, and standards for achieving goals; recommends or adjusts work priorities, project schedules, resources, and work plans as required; inspects work for quality, evaluates work performance, and recommends awards for employees; gives advice, counsel, instruction, and identifies routine training needs for employees.
5 Manages and responds to procurement issues and prepares responses to the City Manager’s Office, City
Council, City Attorney, and City Auditor’s Office; responds to vendor protests and assists executive staff in
resolving issues regarding bids, proposals, specifications, high-tech procurement, exempt and emergency
purchases, and other large scale purchases; oversees vendor relations and handles terminations.
6 Supervises the development and implementation of software utilized by the Office of Procurement Services; reviews processes and procedures to ensure seamless integration with software and efficiencies; participates in the development and implementation of new and updated processes and procedures for operational efficiency.
7 Provides procurement direction and management in the issuance of notices, reconciliation of complex problems, and vendor protests; provides high level support for challenging or difficult situations and vendor mediations.
8 Performs any and all other work as needed or assigned.
Knowledge And Skills
1 Knowledge of purchasing and procurement practices, procedures, and methods.
2 Managing procurement activities, operations, staff, and vendor relations for a large scale purchasing division.
3 Ability to perform mathematical computations with accuracy and efficiency.
4 Considering the relative costs and benefits of potential actions to choose the most appropriate one.
5 Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
6 Communicating effectively orally and in writing.
7 Establishing and maintaining effective relationships.
8 Supervising staff, handling personnel issues, monitoring timecards and general payroll, and developing policies and procedures.
Experience
5 years of purchasing experience and 2 years of supervisory or management experience.
Licenses and Certifications
Texas Driver's License
Education
Bachelor's Degree in Business Administration, or Public Administration, Public Relations, Finance, or Human Relations.
Salary Range
$73,584.79 - $91,980.98
