Description
Purpose
The purpose of this classification under general supervision is to perform reviews on all residential and commercial applications for compliance with zoning subdivisions floodplain and site plan requirements. This position requires a high level of interpersonal skill and ability to effectively problem solve with others in a team environment. Performs related work as required.Education; Training and Experience
High school diploma or GED; Associate degree preferred; supplemented by three (3) to four (4) years previous experience and/or training which includes extensive public contact; building permitting and construction administration programs; residential/commercial construction or real estate experience. Must possess or obtain Zoning Technician Certification within one year of hire; and must possess or obtain within two years; the Florida Certified Flood Plain Manager Certification. Completion of college level course work in building construction.ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Performs zoning and related land development code review for submitted applications.
Researches and applies land development code provisions to work with city staff as needed to resolve issues.
Researches applicable regulations and provides direction to applicants. Maintains status of plan reviews to meet established turnaround times.
Advise contractors developers engineers architects and the public on the permit process.
Assist public in completing applications for permits.
Explain reasons for routine denial of applications; identify additional requirements and explain process for reapplying.
Interpret and apply relevant codes regulations policies and procedures as they relate to the processing of permit applications.
Review application and construction documents for completeness and compliance with requirements; route applications to appropriate staff for additional processing including detailed plan checking.
Monitor and assure performance of stated processing time goals; ensure that all necessary documentation and reviews are complete; issue permits after approval secured.
Make determination from plans and related documents on building area occupancy group etc. and calculate and assess fees by using or measuring scale plan dimensions project classification and schedule of fees. Present and collect fees.
Review file for completeness accuracy and consistency.
Research permit application status.
Research retrieve and review historical records as necessary; verify parcel ownership and check for violations and inspection history upon request.
Collect and compile data and prepare reports including construction related statistical information.
Performs data entry tasks and issues appropriate documentation with compliance to established building codes and regulations.
Authorizes and documents permits.
Performs both routine and non-routine administrative duties as dictated by nature of the task; i.e. data entry records maintenance filing basic calculations.
Generate reports.
Distributes permit review packages ensures accountability of timely reviews with established turn- around times.
Answers public questions as to Lan Development issues.
MARGINAL FUNCTIONS
Performs routine clerical duties such as faxing scanning and copying of materials.
May open or close up office.
Performs related duties as required.

Mathematical Aptitude: Requires the ability to calculate decimals and percentages; ability to perform mathematical operations with fractions; ability to compute discount interest profit and loss ratio and proportion; ability to calculate surface areas volumes weights and measures.
Functional Reasoning: Requires ability to apply principles of rational systems. Ability to interpret instructions furnished in written oral diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

ADA COMPLIANCE
Physical Ability: Tasks involve the ability to exert moderate though not constant physical effort typically involving some combination of climbing and balancing stooping kneeling crouching and crawling and which may involve some lifting carrying pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require visual perception and discrimination. Some tasks require oral communications ability.
Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery vibrations, electric currents, traffic, hazards, toxic agents, violence, disease or pathogenic substances.

The work performance of non-supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:
Knowledge of Job: Has working knowledge of the methods policies and procedures of the City of Daytona Beach as such pertain to the performance of the essential duties of Development Review Technician. Has working knowledge of principles and practices of permits and fees for the City. Has working knowledge of the laws ordinances standards and regulations pertaining to the essential duties and responsibilities of the position. Has working knowledge of the organization of the Department and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has working knowledge of terminology and related professional languages used within the Department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and inter-departmental personnel as well as any external entities with which the position interacts.
