What are the responsibilities and job description for the Code Enforcement Officer position at City of Daytona Beach Shores?
General Description This position is charged with fully processing code enforcement cases for violations of City ordinances from initial complaint or observation through case closures, which is accomplished by proper research, preparation, communication, and recordation. This position requires daily interaction with the public and working closely with the Code Enforcement Supervisor/Community Services Director and/or City Attorney. This employee reports directly to the Code Enforcement Supervisor/Community Services Director.
Essential Functions:
1. Observes and processes code enforcement complaints and violations pursuant to City Code and Florida Statutes.
2. Creates and maintains records of cases per City standard.
3. Research property ownership and contact information.
4. Communicates with stakeholders via various means of communication.
5. Prepares for code enforcement special magistrate cases, including providing mail notifications pursuant to Florida Statutes.
6. Presents code enforcement cases at special magistrate hearings.
7. Prepares code enforcement special magistrate hearing agendas via the city’s web-based software.
8. Prepares template orders for special magistrate review and execution after hearings.
9. Coordinates the recordation of signed orders with the City Clerk.
10. Performs post-storm damage assessment for FEMA reporting in coordination with Volusia County.
11. Administers the City’s Economic Development Sign and Licensing Program for real estate signs.
12. Performs lien searches and code enforcement related public records requests.
13. Administers City programs for registering and inspecting vacant properties.
14. Work closely with building officials and Public Safety Department, as needed, to enforce fire codes, dangerous buildings, and other regulations.
15. Performs other related duties as directed and required.
Education and/or Experience:
Essential:
1. High School education or GED equivalent.
2. Must be able to demonstrate the ability to communicate effectively, both verbally and in writing.
3. Must possess a valid Florida Driver’s License, free of financial responsibility.
4. Level I Code Enforcement Certification.
5. Working knowledge of computer word processing, databases, and spreadsheets.
Related Knowledge and Abilities
Must have thorough knowledge of the methods, procedures, and policies of the City of Daytona Beach Shores as such pertains to the performance of the essential duties of a Code Enforcement Officer. Has thorough knowledge of the principles and practices of enforcing municipal codes and ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Must also have the ability to work effectively with the public to achieve desired results, including problem solving, resolution of disputes, and dispersing of information. This employee will need the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
