The City of Defiance (population 17,000) is seeking an experienced and dynamic leader to serve as the next Chief of the Defiance City Police Department. The Chief directs all activities of the Police Department, including the daily operations of 30 police officers and 3 civilian support staff members, oversees the department budget, develops policy, attends community events and ensures a safe community for our residents and local businesses. This highly visible position requires a visionary leader who ensures excellence, promotes a positive organizational culture, and maintains a proactive, collaborative approach to public safety.
Minimum qualifications include an associate’s degree in criminal justice or related field (additional years of experience may be substituted) and 10 years of diverse experience as a full-time police officer, including 3 years in a supervisory role and a current Ohio Peace Officer Certification. The salary range for this position is $88,000 - $98,000 DOQ with an attractive benefits package.

Essential Functions and Responsibilities
1. Plans, directs, coordinates, and supervises police division operations. Evaluates effectiveness of operations and ensures work conforms to departmental policies and procedures.
2. Develops and implements policies, procedures, and programs as necessary to ensure departmental goals and administrative directives.
3. Maintains authority and participates in management responsibilities and decisions such as, but not limited to: scheduling, discipline, hiring promoting, adjusting grievances, labor contract matters, assignments, employee development and training, employee motivation, employee evaluations, perfuming internal investigations.
4. Assesses and projects personnel, equipment, facility, material, and supply need and makes appropriate recommendations to the City Administrator. Ensures equipment and supply inventories are adequate to meet division requirements.
5. Prepares annual budge reflecting personnel, equipment, and capital improvement needs. Prepares annual report for submission to the City Administrator. Prepares long term plans as needed. Maintains criminal and divisional records.
6. Confers with subordinate personnel and other officials to obtain input into new policies and procedures and to review division objectives. Delegates authority as necessary. Reviews divisional objectives on an ongoing basis to determine effectiveness and revises as necessary.
7. Assesses crime prevention and traffic safety needs of the community. Researches new methods, technologies, laws, procedures, and techniques to improve current level of services. Promotes police division public relations by speaking before citizen groups and organizations. Attends City Council and Committee meetings s needed. Participates as a member of City Traffic Commission.
8. Cooperates with and service as liaison with county, state and federal law enforcement agencies.
9. Directly participates in law enforcement activities and investigations as needed.
