DEFINITION:
Under general supervision, coordinates and administers projects and programs in the Housing and Community Development Division utilizing various funding sources, including State Housing Initiatives Partnership (SHIP), Community Development Block Grant (CDBG) and Neighborhood Stabilization Program (NSP). This position involves independent management of average to complex special projects and the processing of applications for housing rehabilitation, down payment assistance, and other housing functions as determined by granting agencies.
ESSENTIAL FUNCTIONS (Not all-inclusive):
Reviews and process applications from low to moderate income individuals for housing repairs and assistance. Coordinate housing quality standard inspections for the purpose of soliciting bids for housing repairs. Scans and maintains client files, schedule appointments, prepare documentation for cost estimates and collaborates with other City departments in the administration of the work-flow process. Facilitates with the City's Legal Department in preparing documents necessary to draft contracts for services including repairs or improvements to housing. Orders, reviews, and analyses ownership and encumbrance reports, assets and liabilities, equity in home before and after proposed repairs. Reviews cost estimates and facilitates effective working relationship between contractors and property owners. Reviews contractors' payment requests and related documents to ensure compliance with labor standards applicable to State or Federal funded programs; processes payments requests and change orders, as appropriate. Prepares program descriptions and policies and procedures for the owner-occupied and affordable housing programs and maintains files. Prepares bulletins, flyers, applications and related correspondence regarding projects and programs and is organized with that information. Conducts accounting and reporting to State and Federal governments for four grants; maintains accuracy and compliance with set aside requirements, regulatory compliance and monitoring expenditures, as well as reconciliation with Finance Department. Monitors CDBG sub-recipients for contract compliance and draft reports; monitors public facilities and public works for compliance with federal regulations and document in project files. Prepares contracts for CDBG public service sub-recipients. Processes purchase orders and requisition services; processes change orders and monitors purchasing department for compliance with federal regulations on procurement. Researches State and Federal legislation and regulations to keep abreast of continual changes and updates in program administration.

Minimum Education and Experience Requirements:
Associate's degree, preferably in Business Administration, Planning, or related field and/or a minimum of two (2) years of experience involving office management, bookkeeping, and/or accounting. Candidates with experience associated with housing and community development, owner-occupied home repairs, down payment assistance, and local government operations are preferred.
Special Certifications and Licenses:
Requires a driver's license valid in the State of Florida. Florida Notary Public License is preferred.
