JOB SUMMARY
Under the general supervision of the Director of Economic Development, the Assistant Director of Economic Development will play a crucial role in driving and supporting the economic growth and development initiatives of the organization. This position will assist in planning, implementing, and coordinating programs and projects aimed at fostering economic growth and vitality within the community. The Assistant Director of Economic Development will also be responsible for special events, business retention, researching economic trends, analyzing data, and providing recommendations to support decision-making processes.
ESSENTIAL JOB FUNCTIONS
Staff Liaison to the Duncanville Community and Economic Development Corporation (DCEDC)
- Serve as the primary staff point of contact for the DCEDC, coordinating meetings, assisting with project planning, and ensuring alignment with the City’s economic goals.
- Prepare and present reports on economic development projects, grant applications, and business initiatives. Economic Development Strategy and Planning
- Assist in developing and executing long-term strategies to attract businesses, create jobs, and stimulate economic growth in Duncanville.
- Conduct research on market trends, business needs, and growth opportunities.
- Evaluate and implement business incentives, grants, and other financial mechanisms to encourage economic development.
Community Outreach and Engagement
- Promote Duncanville’s economic development initiatives to local businesses, developers, and community leaders.
- Lead community engagement efforts, including public forums, business outreach, and partnership-building activities.
- Ensure transparency in communication and address questions or concerns from stakeholders.
Public Presentations and City Council Engagement
- Represent the Economic Development Department at City Council meetings, including making presentations on grants, economic development initiatives, and funding opportunities.
- Communicate complex economic development concepts and initiatives clearly to both technical and non-technical audiences.
- Prepare materials and reports for public meetings and decision-making bodies. Project Management
- Oversee the development and implementation of economic development projects, ensuring timely completion and alignment with the City’s goals.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Requires a Bachelor’s Degree in Economic Development, Urban Planning, Public Administration, Business Administration, or a related field, and four (4) years of related work experience. An equivalent combination of education and/or experience will be accepted on a year for year basis. The total qualifying equivalent combination is eight (8) years.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of economic development principles and practices
- Knowledge of basic incentive programs, revitalization and redevelopment programs, partnership development, grant contract administration, and community economic development principles and practices
- Knowledge of marketing and economic development processes and best practices * Knowledge of 4B Corporations and structure
- Knowledge of Texas Open Meetings Act and pertinent Federal, State and local laws
- Knowledge of minute taking and reporting practices
- Skilled in project management with experience in managing multiple high-priority projects simultaneously, including setting and meeting deadlines.
- Skilled in computer applications in creating reports and presentations
- Ability to make formal presentations of program and/or project recommendations
- Ability to maintain communication, coordination, and relationships with public and private sector partners
- Ability to prepare clear and comprehensive financial, administrative, and activity reports
- Ability to be well organized and detailed
- Ability to deliver effective verbal, presentation, and listening communication skills
CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS
- The candidate must have a valid, US driver’s license
- Regular attendance at evening council and commission meetings is required
- IEDC certification preferred
- Bilingual preferred
