JOB SUMMARY
The Equipment Services Superintendent oversees fleet operations by acquiring (developing specifications and purchasing), maintaining, repairing, and disposing of the city's vehicles and equipment. Additionally, this position maintains the city's fueling station by ensuring adequate fuel levels and petroleum tank compliance with TCEQ regulations.
ESSENTIAL JOB FUNCTIONS

Fleet Management and Maintenance
- Develop and implement specifications for vehicles and equipment based on departmental needs, ensuring they meet operational requirements and safety standards.
- Coordinate the acquisition of new fleet vehicles and equipment, overseeing procurement processes to ensure cost-effectiveness and efficiency.
- Schedule and oversee routine maintenance, preventive care, and necessary repairs to extend the lifespan of city vehicles and equipment while minimizing downtime.
- Monitor and manage fleet usage, tracking mileage, fuel consumption, and maintenance history to optimize efficiency.
- Maintain the city-owned fueling stations, ensuring compliance with environmental regulations and operational safety standards.
- Coordinate the registration and inspection of all city vehicles and equipment, ensuring they meet local, state, and federal requirements.
Contract and Vendor Oversight
- Develop and manage maintenance contracts with multiple vendors and suppliers, ensuring high-quality service, timely repairs, and cost-effective solutions.
- Evaluate vendor performance and negotiate contracts to secure the best services and pricing for the city's fleet operations.
Operational Leadership and Guidance
- Provide clear guidelines, standard operating procedures, and general direction for the Equipment Services Shop, ensuring staff adherence to best practices and safety protocols.
- Oversee the scheduling and assignment of work to mechanics and technicians, prioritizing urgent repairs and preventive maintenance tasks.
- Review the Fleet Rotation schedule and recommend adjustments based on usage patterns, mileage, maintenance history, and operational needs to maintain an effective and reliable fleet. Implement and enforce policies and procedures to ensure the proper handling, storage, and Page 2 of 4 disposal of hazardous materials used in vehicle maintenance.
Financial and Budgetary Management
- Manage inventory and property resources for the fleet, ensuring that adequate supplies of parts, tools, and fluids are available for maintenance and repairs.
- Make strategic recommendations that impact the budget, ensuring funds are allocated effectively for fleet maintenance, upgrades, and new acquisitions.
- Oversee the fleet budget within the assigned unit or division, tracking expenditures and identifying cost-saving opportunities.
- Determine and allocate budgetary resources among multiple departments and divisions to maintain and improve fleet operations.
- Prepare division budgets and meet with department directors to assess fleet needs, future acquisitions, and budget projections.
- Exercise a purchasing authority of up to $3,000 without requiring supervisor approval, ensuring the timely procurement of necessary materials and services.
- Performs additional duties as assigned that fall within the scope of the job functions.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Requires a Bachelor’s Degree in Public Administration, Business Administration, or a related field, and four (4) years of related work experience. An equivalent combination of education and/or experience will be accepted on a year for year basis. The total qualifying equivalent combination is eight (8) years.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of departmental practices and systems.
- Knowledge of fire apparatus certification and routine maintenance
- Skilled in the use small office equipment, including copy machines or multi-line telephone systems.
- Skilled in using computers for data entry.
- Skilled in using computers for word processing and/or accounting purposes.
- Ability to maintain a professional demeanor and an orientation towards customer service.
- Ability to supervise, organize, and communicate effectively.
- Ability to supervise employees using or repairing heavy or complex machinery.
- Ability to maintain constructive and cooperative working relationships with others. * Ability to cooperate with fellow employees as a team member.
CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS
- The candidate must have a valid, US, driver’s license
- Class B Commercial driver’s license required within one (1) year of hire
- Certified Public Fleet Professional (CPFP) certification from the American Public Works Association required within two (2) years of hire
- Master ASE Certification (A or T Series) preferred ALTERNATIVE WORK SCHEDULES This position is eligible for hybrid-remote, flexible hours, and 4 10-hour days scheduling upon the successful completion of a six (6) month probationary period and at supervisor’s discretion.
