General Description
Professional, technical, administrative and supervisory work in the management and administration of services from comprehensive plan to site plan and land use reviews, and activities involving special exceptions, annexations and grant preparation. Manages building and zoning activities including inspections, plans review, and licensing activities. Designated CRA Manager. Works under the general direction of the City Clerk.
Essential Job Functions
- Manages advanced and current planning activities of the department.
- Reviews and develops land use proposals and makes recommendations concerning re-zoning, special exceptions, variances, annexations and site plan approval requests.
- Processes and reviews subdivision plans and projects.
- Answer questions from the general public concerning planning and zoning matters.
- Gathers statistics and prepares reports, exhibits and recommendations for the City Council, Planning Commission, Historic Preservation Board and CRA Board.
- Writes, reviews and edits official documents. Acts as technical advisor on planning matters.
- Attends and conducts various meetings.
- Makes oral, visual and written presentations.
- Explores grant opportunities; prepares and monitors various grants.
- Develops and operates geographic information systems.
- Performs data collection and assimilation.
- Oversees and reviews building plans and zoning applications.
- Responsible for Historic Preservation Board and Certificates of Appropriateness.
- Assists the Planning Commission with any revisions to the City’s Code of Ordinances and Comprehensive Plan.
- Manages, supervises and evaluates the activities and employees of the Community Development Department.
- Authorizes changes of occupancy and authorizes new business prior to issuance of Business Tax Receipt by the City Clerk’s office.
- Develops code promulgation and interpretation.
- Prepares and manages department budget.
- Manages building and zoning activities including inspections, plans review, permit issuance and contractor licensing activities.

Knowledge, Abilities, and Skills
Knowledge of Florida Growth Management Act, Administrative Rules and land use law. Knowledge of grant preparation and monitoring. Knowledge of administrative and personnel policies of the City. Knowledge of building and zoning codes and the proper implementation and enforcement. Knowledge of local development regulations. Ability to think logically, conceptually. Ability to effectively communicate in writing and orally. Ability to deal with difficult people. Skill in basic computer applications. Knowledge of GIS Mapping and software. Skill in writing reports, resolutions and official documents.

Pay: $54,080.00 - $77,701.00 per year
