This position is responsible for coordinating and implementing the City permit process.  The work involves a variety of routine clerical and administrative duties that support the day-to-day operations of the Planning and Zoning Department.  ·        Reviews land disturbance and construction permit applications; issues land development permits and construction permits; 

·         Supplies information to internal and external customers about development regulations including zoning, building, land use, engineering, and critical lands; also provides directions, maps and other general data;

·         Interprets information for customers about basic construction/design requirements, land-use related procedures, development standards and process information, permit costs and other procedural issues;

·         Receives permit applications, checking for completeness; schedules pre-application meetings, as required; assigns issue date, routes to appropriate teams for review, and monitors for status; notifies customer of target date of permit issuance; 

·         Maintains computer input on permits and tracks their status; updates files on a daily basis;

·         Prepares and monitors work processes from intake to issuance of a permit, including inspections; recommends alterations of processes and/or development of new guidelines;

·         Reviews and interprets plans, specs and documents pertaining to permits for compliance with specific codes; 

·         Performs and/or coordinates inspections to ensure compliance with approved land permit and all applicable codes and ordinances;

·         Enters data into the business license software program; collects fees and issues licenses;

·         Maintains accurate and complete records of construction progress, inspections, sign-off sheets and files; schedules final inspections and closes out files when work has been completed;

·         Conducts preliminary plan review including energy requirements, setback, coverage and FAR calculations;

·         Implements and regulates cross connection control program by informing the public of state-mandated guidelines;

·         Investigates and resolves customer complaints; 

·         Prepares legal notices, documentation and various administrative reports; 

·         Performs research for building-related matters;

·         Reviews zoning applications for permit use; coordinates inspection process;

·         Plans, organizes, assigns, monitors and evaluates work of the Permit division;  

·         Coordinates the review plan process between appropriate departments;

·         Performs other related duties as required.

 

 

Associate’s degree in planning, business/public administration or related field; three (3) years of related experience; must possess a valid State of Georgia Driver’s License; equivalent combination of education and experience. ·        Knowledge of maintaining zoning and permitting files;

·         Knowledge of basic office skills, practices and procedures, including filing and 

general clerical functions;

·         Knowledge of rules, regulations and ordinances pertaining to business licensing;

·         Knowledge of business and general accounting principles, including the ability to prepare purchase orders, deposit slips and invoices;

·         Skill in operating modern office equipment;

·         Ability to establish and maintain effective working relationships with department personnel, City officials and coworkers;

·         Ability to schedule, organize, and execute assigned tasks;

·         Ability to understand and follow oral and written instructions;

·         Ability to obtain information from other agencies related to the lawful operation of businesses;

·         Ability to communicate, meet and deal with the public and employees in a pleasant, courteous manner;

·         Ability to handle multiple interruptions and adjustments to priorities on a daily basis;

·         Ability to accurately record and transfer data from one source to another, and maintain strict confidentiality.

 

Supervisory Controls:  The Assistant Director of Planning and Zoning assigns work in terms of department goals and objectives.  

                        

Guidelines:  Guidelines include City and departmental policies and procedures, City zoning ordinances, the State NAIC Code book, and Secretary of State policies and regulations. Guidelines are clear, but require sound judgment and interpretation.

 

Complexity:  The work consists of a variety of technical and administrative duties. 

 

Scope and Effect: The purpose of this position is to coordinate and implement activities related to the issuance of lawful business licenses and construction permits. 

 

Personal Contacts: Contacts are typically with co-workers and the general public.

 

Purpose of Contacts: Contacts are typically to give and exchange information, resolve problems and provide services.

 

Physical Demands: The work is typically performed with the employee sitting at a desk.  The employee uses tools or equipment requiring dexterity.

 

Work Environment:  The work is typically performed in an office.


Supervisory and Management Responsibility:  This position holds supervisory and

management responsibility over the Assistant Permits Coordinator and Receptionist/Cashier. 

Salary : $28,574 - $44,566
