JOB DESCRIPTION
The City of Easthampton is seeking the right candidate to fill the position of City Clerk. The City Clerk is responsible for overseeing the maintenance, preservation, and accessibility of official municipal records and the issuance of various licenses and official documents. The role also includes managing election activities, acting as Clerk to the City Council, and ensuring compliance with applicable federal, state, and local regulations. The City Clerk is directly accountable to the City and the Commonwealth of Massachusetts and performs other related duties as required.
Job Type: Monday - Thursday, 35 Hours Per Week
Salary: $70,000 - $85,000 Annually, additional stipend for being Clerk to the Council
ESSENTIAL FUNCTIONS
- Serves as Records Access Officer (RAO) in accordance with Massachusetts Public Records Law. Provides information to departments and public regarding all federal, state, and local regulations and city ordinances, rules, and regulations. Assists the public by providing information in person, in writing, and on the telephone on various subjects, including city policies and procedures, zoning issues, and genealogical research.
- Ensures adherence to the Massachusetts Open Meeting Law, including posting meeting notices, minutes, and updating the city's website.
- Issues various licenses, permits, and certificates, including vital statistics, fish and game, and dog licenses, storage of flammables, tag sale permits, and burial permits. Provides for adequate maintenance of associated records and the collection of fees; submits appropriate reports and fees as required. Maintains local business certificates.
- Responsible for all duties related to elections and voter registration, including registration of voters, certification of nomination papers, preparation of ballots, hiring, training, and supervising election personnel, coordinating the delivery of all election equipment, reporting election results, conducting recounts, if necessary, supervising Board of Registrars of Voters, and ensuring proper filing of campaign finance reports.
- Serves as city records archivist, recording and maintaining records of all vital statistics, as well as serves as the custodian of city records. Issues certified copies as needed and is responsible for restoring and repairing records, as necessary; and submits reports to state and other authorities, as required.
- Supervises the annual city census and the printing of the street listing.
- Develops and oversees the departmental budget, manages purchasing priorities, and monitors expenditures.
- Responsible for maintaining and updating city ordinances as necessary.
- Administers oaths to all elected officials and appointed members of boards and committees.
- Serves as Clerk to the Council, developing agendas, attending Council meetings, preparing minutes, placing required advertisements, processing related bills, and maintaining all records related to City Council proceedings.
- Performs additional office duties as required, ensuring efficient department operations.
EDUCATION AND EXPERIENCE
Associate degree or significant post-secondary training and education in records management, ethics, business, or public administration; minimum of three years experience in a related field; or any equivalent combination of education, training, and experience. Municipal experience preferred.
Certifications: Notary Public, Justice of the Peace, Certified Municipal Clerk (CMC), or Master Municipal Clerk (MMC) certifications are highly desirable.
