Assistant Building Official

Under the administrative direction of the Building Official assist in the work involved in planning and supervising the operations and activities of the Building Department, including supervision of the building, housing, electrical, plumbing and heating inspection services and the enforcement of related rules, regulations, codes and ordinances.  
 An employee in this position may be called upon to do any or all of the following essential functions.  These examples do not include all of the duties which the employee may be expected to perform.  To perform this job successfully, an individual must be able to perform each essential function satisfactorily.
 
1    Assist the Building Official in performing their responsibilities and duties. 
2.  Assist in the performance of the City’s planning and zoning responsibilities. 
3.  Inspect plans and specifications for new buildings and the remodeling of existing buildings before permits are issued.  Make inspections to assure compliance with
     zoning ordinances and federal, state and local building codes.  
4.   Inform and advise contractors, architects, developers and homeowners of pertinent building codes and assist in proper construction methods as needed. 
5.   Inspect VA and FHA homes for resale. 
6.   Assist and advise contractors, builders and others in applying for permits, and issue permits. 
7.   Prepare and maintain periodic reports and records of Building Department activities as required. 
8.   Respond to correspondence and investigate complaints made by the general public. 
9.   Inspect all demolition work and condemn buildings. 
10.  Check builders’ licenses 
11.  Research building and construction codes and all related laws and ordinances. 
12.  Assist in planning and coordinating the work of inspectors and/or rental and code enforcement officers engaged in inspection activities. 
13.  Assume supervisory, managerial and administrative duties of Building Official during their absence. 
14.  Performs on-site inspections of footings, foundations, framing, roofing, siding, insulation, drywall and demolitions. 
15.  Enforces building related codes, including abatement of dangerous building code, housing code, fire code, State building code, the BOCA National property maintenance Code, Abatement of Dangerous Buildings Code, and local codes such as sprinkling, nuisance, clearing, grading, filling, and zoning, etc., Issue correction notices and citations. 
16.  Assist and advise the Fence, Sign, and Zoning Boards of Appeals and Planning Commission.  Also attends meetings in the absence of the Building Official and performs the duties of a Plan Examiner. 
17.  Maintains records of building and inspection activity, and completes related reports.  Issues certificates and permits as appropriate. 
18.  Assists in researching problems and complaints regarding commercial and residential buildings, building construction and code compliance.  Responds to complex and sensitive building issues. 
19.  Assists in resolving complex and sensitive customer service issues, either personally, by telephone or in writing.  Maintains records and documents of customer service issues and resolutions. 
20.  Assists in administering the permitting function, including application processing, fee assessment and collection, and permit issuance. 
21.  Explains, interprets, and provides guidance regarding all applicable codes within area of responsibility to architects, engineers, contractors, developers, and other interested parties.

Requirements include the following:
 
  • Graduation from high school or GED equivalent.
 
  • Registered as a Building Code Official, Plan Reviewer and Building Inspector in the State of Michigan. 
 
  • Valid Vehicle Operator’s License. 
 
  • Ability to read and understand blue prints and architectural plans.
 
  • Advanced knowledge of applicable building codes.
 
  • Ability to effectively lead a team of inspection personnel engaged in both coordinated projects and unrelated assignments.
 
  • Must be courteous, tactful, reliable, careful, thorough, organized, display good judgement and be able to communicate effectively, both orally and in writing, with the public, other staff and City officials.  Must develop and promote excellent working relationships and provide exceptional customer service. 
 
  • Must have zoning experience and/or knowledge of zoning laws.  Considerable knowledge of urban planning desirable.
 
  • Ability to use basic office equipment such as telephone, calculator, photocopier, fax and computer with applicable software applications such as word processing, spreadsheet, specialized building department software, database and email/internet/world wide web as well as photographic, audio and video equipment.
 
  • City employees are expected to possess and maintain a record of orderly, law-abiding citizenship, sobriety, integrity and loyalty as it pertains to and reflects upon their employment with the City. 
 
  • City employees must be physically and mentally able to perform the essential duties of their position without excessive absences.
 
  • In addition to the above requirements, all City positions require the ability to read, write, speak and understand the English language as necessary for the position, including the ability to follow written and oral instructions.

While performing the duties of this job, the employee is frequently required to stand, walk, climb stairs, use hands and fingers, reach with hands and arms, talk and hear.  The employee is frequently required to communicate by telephone, read regular and small print, use limited mobility in an office setting and view and prepare documents and reports.  The employee is occasionally required to sit, stoop and crawl as necessary to observe building components and must be able to negotiate in confined spaces.  The employee is required to climb ladders and uneven terrain.  The employee uses hand strength to grasp tools, and must be able to use fingers to use a keyboard.  
 
While performing the duties of this job the employee regularly works both indoors and outdoors, and must be able to tolerate working in changing weather conditions.  The job requires travel by car to work sites. The noise level in the work environment varies from quiet to loud.
