The City of El Mirage Human Resources Department is Hiring!  

The City of El Mirage is seeking a highly skilled and experienced Human Resources Program Coordinator to join our team. The ideal candidate will have a strong understanding of public sector Human Resources (HR) practices, a demonstrated ability to manage multiple HR projects and priorities, be highly motivated and detail-oriented, possess excellent communication and interpersonal skills, and thrive in a fast-paced environment with competing priorities. 

Under general supervision, this position coordinates, manages, and engages in professional and technical human resources projects and functions, including but not limited to HR information systems, leave administration, workers' compensation, employee relations and employee engagement functions, organizational development, and training.

New Hire Salary Range: $68,073 - $75,724 annually  
Salary Range: $68,073 - $95,308 annually

This is the fifth level in a six-level Program Administration classification series devoted to providing professional-level program coordination and analysis. Incumbents work independently as journey-level professionals in their assigned areas of expertise. Work includes collaborating across the organization to address program needs and development.

The following is intended to describe the core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the City’s needs.

  • Oversees Human Resources information systems (HRIS) and projects; coordinates, analyzes, and manages technology solutions and related activities; works with vendors and staff to resolve issues. This position requires a proactive approach to identifying opportunities for system improvements and implementing best practices.
  • Acts as primary contact for employee relations issues, conducts investigations, and resolves complex employee issues and work-related employee complaints or concerns. 
  • Administers the City’s employee leave programs and accommodation requests, performs case management, and oversees the process for employees returning from family and medical leave, workers’ compensation, or other leave(s). 
  • Plans, organizes, and develops workplace training programs and materials and conducts or coordinates training. 
  • Serves as the Secretary to the Public Safety Personnel Retirement System (PSPRS) Police and Fire local boards; schedules meetings, prepares meeting agendas and minutes, and administrative functions. 
  • Conducts special projects and research as assigned; coordinates related activities with other departments and City staff.
  • Counsels supervisors and employees regarding human resources matters, interpreting policies and procedures. 
  • Prepares complex reports, presentations, and documents.
  • Researches and analyzes data and prepares projections and trends.
  • Maintains complex records, statistics, and database information.
  • Provides training to City staff, as assigned.
  • Assists with budget development and procurement processes, as assigned.
  • Performs related work as assigned.

Education and Experience: 

Bachelor’s degree in a related field and 4 years of related Human Resources experience; or an equivalent combination of directly related education and experience.

Certifications/Licenses: 

  • Arizona Class D Driver’s License.

CONTINUING EMPLOYMENT REQUIREMENTS

  • Maintain all certifications/licenses required at job entry and within the specified timeframe.

Type of Work:

Work Environment/Conditions: 

Work is performed primarily inside an office environment. Some assignments require driving and intermittent periods outdoors. There is none to infrequent exposure to adverse environmental conditions.
