Education and Experience: Bachelor's Degree or higher in Business Administration, Accounting, Computer Information Systems, Computer Science, Data Processing or related field and five years of experience in programming or administering complex software solutions.
Licenses and Certifications: Texas Class C Driver's License or equivalent issued by another state.
Under general direction provide primary point of contact service for the functional operation, maintenance and management of multiple complex entity wide software solutions.
Administer, monitor and analyze multiple complex software including Geographic Information System (GIS), Customer Information System (CIS), Enterprise Asset Management System (EAM), Financials and Human Resources Systems (FHRMS), Mobile Management system, as well as other system applications, databases and networks. Involves: Direct all functional systems, data processing, system scheduling and system updates. Confer with department staff on system problems and corrective action and include other key stakeholder department personnel as needed. Analyze current system operations and business processes and recommend and implement improvements to business processes. Identify, develop and implement reporting requirements, schedules and summaries relating to system analysis and design.
Initiate and direct the design, development and installation of complex software solutions. Involves: Evaluate user system requirements, technical developments, capabilities of proposed systems and external interface requirements. Assist in preparing implementation strategies, test user system installations, upgrades and recommend improvements. Administer end user testing during upgrades and system releases to keep software current. Maintain clear communication with management, project team members and stakeholders. Involves: Direct training efforts during the introduction of a new project. Continue developing and updating training material as required. Serve on interdisciplinary project teams with participating City departments and collaborate with consultants, vendors, contractors, and subcontractors in the implementation and deployment of technology projects. Manage and define diverse stakeholder expectations on cross-functional project teams. Assist in developing consensus on project schedules and inform management of project progress and potential schedule slippages. Review project to ensure the required training and resources are available. Identify project objectives and deliverables. Select and use project management tools and techniques to accomplish the project goals and objectives. Collaborate with stakeholder and user department personnel to establish priorities. Assist in the development and implementation of plans to communicate with the involved project stakeholders and management. Identify project risks which are likely to affect the project and design strategies to manage and mitigate those risks.
Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
