Education and Experience: A Bachelor's degree or higher in area of assignment or related field, and six (6) years of professional experience in a public sector environment related to area of assignment; including three (3) years of management or supervisory experience.
Licenses and Certificates: Texas Class "C" Driver's License or equivalent issued by another state.
Under general direction, serve as primary assistant to the Capital Improvement Director and perform a wide variety of complex, diverse and confidential administrative support functions in a highly sensitive and rapidly changing environment and serve as liaison with internal and external customers, stakeholders, elected officials, business and community leaders and the media.
Provide complex administrative support to the Capital Improvement Director. Involves: Assist in the development and implementation of financial forecasting and planning. Assist in the strategic, budgeting and planning activities. Direct the activities and programs to ensure the development of relevant financial information, timely financial budgeting and planning and financial reporting for senior leadership and key stakeholders. Assist the Capital Improvement Director in managing and controlling the organization's financial processes, recommending changes to upgrade and improve process, policies or procedures. Direct activities and programs to ensure accountability and compliance with applicable legal, governmental and regulatory requirements. Assist Capital Improvement Director to ensure alignment with the mission, core values, and strategies of the city. Establish reporting, monitoring and accountability systems that will ensure highest standards of financial integrity are being attained. Help provide strategic analysis and support to the resource allocation process and ensure that resources are aligned as designated. Plan, organize and manage special projects. Develop and administer work programs, practices, procedures and policies for improving the effectiveness of programs and projects. Collaborate with departments and stakeholders. Prepare technical worksheets, tables and computations; establishes and maintains databases for a variety of purposes. Review internal reports for accuracy and completeness and recommend action for final disposition
Provide administrative direction and supervise professional, managerial, technical, clerical and supervisory employees. Involves: Assign, schedule, guide and monitor work. Appraise employee performance and review evaluations by subordinates. Provide for training and development. Counsel, motivate and maintain harmony. Identify and resolve staff differences, conflicts and deficiencies. As an appointing officer, interview applicants and approve hiring, termination, transfers, discipline, merit pay or other employee status changes. Realign organizational structures for improved efficiency including staffing levels and job design. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
