Education and Experience: A Bachelor’s degree or higher in recreation management, business or public administration or related field, and six (6) years of professional recreation experience, including four (4) years supervisory experience.
Incumbents in an executive level job class will not be required to meet the educational requirements of his/her respective job class provided that the incumbent was permanently employed in the respective job class on June 2006. All employees hired into an executive level position after June 2006 are required to meet the educational requirement of the respective job class.
Licenses and Certificates: Texas Class “C” Driver’s License or equivalent from another state.
Under general direction, manage recreation centers and/or city-wide special events, after school programs, and leisure instruction.
Plan, supervise and implement programs, services and activities for recreation facilities citywide. Involves: Develop objectives for long-range and short-range use of recreation facilities. Establish scope, schedule and expectations of plans and objectives. Coordinate projects with staff in other divisions. Make presentations to and attend meetings with elected officials, representatives of various civic, private and government organizations.
Plan, organize and coordinate day-to-day projects and activities directly and through subordinate supervisors. Involves: Develop, plan and implement department goals and objectives. Recommend, implement and administer policies and procedures. Direct, oversee and participate in the development of the division work plan. Analyze department personnel, equipment and procedures and recommend and implement improvements, automation or streamlining of work activities. Assist in the development and monitoring of division budgets. Determine and implement appropriate users fees.
Develop, implement and monitor operation budget. Involves: Prepare budget forecasts for operations, maintenance and capital expenditures for recreation services. Analyze long- and short-term capital requirements. Develop plans for ongoing operations. Provide guidance and assistance to subordinate staff on budget management issues. Research and obtain funding sources through grants, city allocations, private industry, and revenue producing programs and activities. Monitor and approve budget expenditures within division as required.
Provide technical support, information and guidance on recreation services to the public, partners, and other City departments. Involves: Respond to requests for information on recreation policies and procedures. Problem resolution with recommended action. Prepare complex and comprehensive documents on issues requiring analysis, project tracking, presentation, and recommendation for implementation.
Supervise assigned staff. Involves: Participate, authorize or approve the hiring of staff. Supervise directly and through subordinate supervisors. Appraise employee performance and review evaluations by subordinate supervisors. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hirings, termination, transfers, disciplinary actions, and merit pay or other employee status changes.
