JOB TITLE: Permit Clerk
STATUS: Non-Exempt
CLASS: 53
MINIMUM STARTING SALARY: $17.22
CHARACTERISTICS OF THE CLASS:
Under minimal supervision from the Director of the Planning & Development Department and the Building Official, this position involves responsibility for issuing building, sign, electrical and similar permits and maintaining records for permits issued by the Department and for inspections performed under various City ordinances.
EXAMPLES OF DUTIES:
- Determines the required permit procedure based on scope of project: assists applicants through the permitting process; coordinates permit approval with various City departments; researches department records and files and compliance with zoning ordinance and building code requirements; routes plans and drawings to appropriate staff for review; issues permits and certificates of occupancy.
- Explains to contractors and homeowners the process for obtaining permits, inspections, and certificate of occupancy; answers inquiries regarding the status of permit applications.
- Schedules inspections; coordinates final inspections among appropriate building, electrical, and planning staff; prepares certificate of occupancy.
- Prepares correspondence to applicants, other City departments, outside agencies, and utility companies.
- Maintains permit data and prepares monthly and annual construction activity reports and other specialized reports as needed.
REQUIRED SKILLS AND QUALIFICATIONS
- High school graduate or equivalent.
- Familiarity with building construction and inspection terminology.
- Physically capable of performing essential job functions.
- Ability to operate office equipment including computers and associated software such as word processing, spreadsheet, database, and permitting.
- Ability to exercise good judgment, courtesy, and tact in dealing with the public to include receiving calls, providing, and obtaining information.
- Ability to establish and maintain effective working relationships with other employees and the public.
- Ability to place records in their proper location in the office by standing, walking, stooping, and carrying file folders, plans and other items (up to 15 pounds at times).
- Neat in appearance, good moral character and not convicted of a felony crime.
