About us
City of Elmendorf is a fast growing community on the southeast side of Bexar County. New homes and subdivisions are under construction and our water department needs qualified technicians to be able to keep up with the growth.
The City of Elmendorf has an opening for a full-time water operator with a minimum Texas Class "C" groundwater license (MANDATORY). Class "C" wastewater license a plus.
2 years prior experience with a water system required. Must be familiar with state water & wastewater laws and reporting.
Under general supervision, uses comprehensive knowledge of applicable plumbing codes, ordinances and regulations in performing the tasks necessary to enforce the laws governing cross connections, multi-connections and back flow prevention.
DUTIES, FUNCTIONS AND RESPONSIBILITIES:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other duties may be assigned.
- Inspect water distribution systems on residential/commercial/industrial buildings, sites and/or systems for compliance with applicable Federal, State and local laws as well as ordinances, policies and procedures.
- Repair water main breaks, breaks at water services, install new meters, install new valves, turn customer water on or off as necessary.
- Answer citizen questions and provide assistance
- Investigate consumer/citizen complaints regarding water service. Also work in conjunction with the City’s designated representative regarding onsite sewage facility complaints.
- Issue warning notices/letters.
- Testify in court as necessary.
- Coordinate audit reviews with TCEQ as necessary.
- Troubleshoots equipment and process control problems.
- Write/draft/compile data/information for reports, correspondence and cost estimates.
- Check contractors for proper licenses, permits, authorizations and insurance.
- Gathers and performs water quality tests.
- Takes daily meter readings from master water meters.
- Take daily CL2 readings.
- Interpret/enforce City policies and procedures, plumbing codes, specifications and/or ordinances.
- Operate vehicles as needed
- Train personnel in performance of job tasks as necessary.
- Performs other duties as assigned.
- Help water department staff in emergency/leak situations. May require working after hours or on weekends as necessary.
- Help field staff by reading customer meters on a monthly basis.
- Help in the field with various projects (meter changeouts, line extensions, etc.)
- File required state reports in a timely fashion.
- Act as liaison for Elmendorf with the Regional Water Alliance and other water related associations.
- Perform Customer Service Inspections on new connections or as necessary.
- Attend required equipment safety courses provided by CPS annually
- Attend other meetings/seminars/conferences as necessary/requested/required.
- Help maintenance with grass mowing or other duties as time and duties allow,
Salary will be commensurate with experience and licensing.
Background check, physical, drug screening, valid TX driver's license, good driving record and High School diploma or GED required. No warrants. Must have Texas Class "C" groundwater license. Tractor and/or backhoe experience desirable and two years related experience preferred.
