General Statement of Duties
The Community Development Division is hiring a limited duration Homeless Services Analyst to perform a variety of analytical and project management duties supporting the City of Eugene’s Homeless Services Team.
The Homeless Services Analyst will deploy sensitive relationship skills and keen analysis to support the City’s diverse shelter programs for people experiencing homelessness. The position will work collaboratively with the Homeless Services Team, multiple external partners and service providers, internal City partners across the organization, Lane County’s Human Services Division, and other community-based organizations to leverage community assets toward better outcomes for people experiencing homelessness. About Limited Duration Position
- This Limited Duration position could last up to 6 months per business need.

Examples of Duties Performed - Duties may include but are not limited to the following
- Manages and provides contract development and oversight, as well as administrative and budgetary coordination and support for all City-supported shelter programs; this includes monitoring program expenditures and funding allocations as well as program compliance
- Develops and maintains relationships with numerous social service providers, internal stakeholders, and external partners in the community
- Compiles, analyzes, and reports both quantitative and qualitative data related to homelessness and City supported shelter programs, and prepares data and information for program evaluation and internal and external communications purposes
- Coordinates with internal stakeholders across the organization as necessary on homelessness efforts
- Evaluates and reports on Homeless Services program efforts and provides presentations to City leadership, City Council and community groups
- Participates as a member of the Eugene Shelter Consortium and supports the work of the group with agenda setting, meeting facilitation, note taking, and gathering and presenting information
- Facilitates meetings with internal and external stakeholders
- Provides program support for evolving list of Homeless Services Team programs and projects
- Provides policy analysis and support for local, state and federal policy related to homelessness, such as analysis of proposed bills in the Oregon Legislature
- Helps develop new programs related to homelessness, informed by stakeholder engagement, best practices from other areas, consistency with organizational policy direction
- Performs related and other duties as assigned

Minimum Qualifications:
Education
Bachelor’s degree in public policy, public administration, social work, behavioral or public health, housing studies or related field. Relevant experience can be considered in lieu of degree in related field.
Experience
Two (2) years of recent professional experience in program management, policy analysis, human/social services, local government program administration or any professional experience related to the duties of the position.

- Communicate clearly and concisely to both technical and nontechnical audiences, including people experiencing homelessness, both orally and in writing.
- Learn about complex systems, do research, and interpret data.
- Analyze problems, identify alternative solutions, forecast potential impacts of proposed actions and implement recommendations in support of goals.
- Interpret and apply relevant codes, regulations, and program/department information in making work decisions or in providing information to others.
- Incorporate the perspectives and consider the impacts of a project on multiple communities including communities of color, low-income communities, and other marginalized communities.
- Build relationships with and engagement opportunities for people experiencing homelessness and other marginalized communities to advance our commitment to equity. This includes but is not limited to communities of color, low-income communities, people experiencing disabilities, and the elderly.
- Translate ideas into reports or narratives that resonate for different audiences.
- Establish and maintain cooperative working relationships with those contacted in the course of work.
- Perform a variety of complex program, analytical and administrative duties with minimal supervision.

Supplemental Information
Bilingual Pay Benefit
This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City’s Employee Resource Center division.
Non-Represented Retirement Program
Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296. What to Expect from our Selection Process
Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training.
