The Benefit and Wellbeing Program is currently seeking a Limited Duration Benefit Program Coordinator. The ideal candidate will have experience in employee benefits or health insurance, advanced software skills, and will be detail oriented, flexible, and inquisitive.

This position will provide a variety of paraprofessional assistance and advanced administrative support in a highly confidential and regulatory environment. You will work with a team dedicated to ensuring empathetic customer service focused on benefits, leaves, and wellbeing resources. Our work environment is fast paced, often shifts based on organizational need, and teamwork is pivotal to our success.

Classification: Program Coordinator

Salary: $30.46 - $37.97 hourly / $63,356.80 - $78,977.60 annually 


The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).  

 

Department, Division: Central Services, Employee Resource Center 

Union Representation:  American Federation of State, County and Municipal Employees (AFSCME)  

Work Location: City Hall, 500 E. 4th Avenue, Suite 102, in Eugene. May be eligible for some remote work.  Must reside in the State of Oregon and be able to report onsite in Eugene, Oregon for work as needed.  

Schedule: Monday - Friday, 8:00 a.m. - 5:00 p.m. with flexibility per business need. Work hours can be discussed at hiring.

About Limited Duration Position 

  • This Limited Duration position could last up to 12 months per business need.
  • If you are a current Limited Duration employee, you will not have rights back to your Limited Duration position. 
  • Employees hired into Limited Duration positions will be members of the AFSCME bargaining unit and covered by the contract except for:  
    • Limited Duration employees are at-will and do not have a probationary period; they accrue no seniority, have no bumping or layoff provisions, and have no discipline or discharge rights.
  • Provides a variety of administrative program support and customer service for all benefit programs, including health and life insurance. Collects, completes, and provides confidential and time-sensitive data to employees and Third Party Administrators. 
  • Exercises discretion, respects and maintains confidentiality.
  • Collects, collates, and interprets data and assists with audits. 
  • Monitors and triages group phone line and group email inbox and responds to a high-volume of requests. 
  • Creates, manipulates, and maintains spreadsheets with complex formulas and calculations. Initiates completion of regularly recurring reports and standard form letters. Run queries against multiple databases, including human capital management system. 
  • Schedules and facilitates meetings and educational trainings. Prepares and develops materials and provides staff support during trainings and meetings. 
  • Develops communication strategies and promotional or educational outreach activities related to employee benefits, including articles, fact sheets and newsletters requiring research through a variety of resources. Assists with website maintenance.
  • Provides administrative and programming support for Wellbeing programs and resources. 
  • Works independently while managing multiple competing priorities.
  • Responds to and prioritizes new requests and projects on a regular basis.
  • Demonstrates critical thinking and excellent problem-solving skills. 
  • Interprets and applies City policies, union contracts, insurance policies, and State and Federal laws and regulations related to employee benefits in determining and implementing an appropriate course of action. 
  • Organizes and maintains electronic filing systems, including enrollment files and other confidential employment-related information, according to established procedures and schedules.
  • Supports, respects, and fosters diversity in the workplace.
  • Regularly drives fleet vehicle to sites around City.
  • Performs related and other duties as assigned.

Minimum Qualifications

Experience

Four years of clerical or administrative support experience, including two years’ experience in employee benefits or a closely related field, and current intermediate level computer experience. 

PeopleSoft HCM experience is desirable.

Education

High school diploma or G.E.D. equivalent. 

Associate degree or college course work in employee benefits, public administration, business administration, or a related field is desirable.

Background

Must pass a background check.

License

Valid Oregon driver’s license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).  

Eligibility List

This posting may also be used to establish an eligibility list of applicants for future vacancies. Candidates that are placed on the eligibility list will be notified via email which will include the duration of the list and how notification of call up will occur.

What to Expect from our Selection Process

Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment. Marijuana use is evaluated consistent with current state law regulations. PLEASE NOTE: Once the posting closes, the process can take 4-6 weeks to complete.
