Job Summary
Operating under the general supervision of the Director of Public Works, the employee performs a variety of professional administrative and managerial duties to assist the Director, including assisting in overseeing and managing the daily operations of Public Works and ongoing projects. This position has a specific focus on the oversight and support of the Horticulture division, which includes coordinating, scheduling and planning of the city’s beautification projects, tree and landscape ordinances, and greenhouse operations. This position is also expected to manage and coordinate the logistic operations for the city’s special events. The employee will also serve as acting Director, community liaison and staff liaison on community projects and commissions in the absence of the Director of Public Works. The scope of work requires the use of judgment and caution in performing daily activities based on a complete knowledge of administrative policies, procedures and city operations. This job is considered safety-sensitive and is subject to pre-employment background check and random drug screens.
Essential Functions

ESSENTIAL FUNCTION: Under the supervision of the Director, the employee is expected to perform management activities to support the Director, Department and City objectives including, but not limited to the following:
1. Serves as department head in the absence of the director.
2. Communicate with both the director and subordinate personnel on a daily basis in order to assist in directing and prioritizing daily tasks.
3. Represent the public works department on committees and at city events as tasked by the director.
4. Assists the director in developing and prioritizing departmental goals and objectives as well as optimizing organizational structure and staffing.
5. Assists in the testing and purchasing of departmental equipment and supplies.
6. Assists in preparing and submitting job requisitions to fill vacant positions
7. Assists with interview of applicants for job vacancies.
8. Assists the director in overseeing personnel including the handling of personnel problems, recommending disciplinary action and reviewing job performance.
9. Assists the individual supervisors in completing employee performance evaluations.
10. Reviews timecards and monitors employee hours including sick days, vacation and leave requests. Directs and approves overtime work schedules as needed.
11. Assist in ensuring departmental training is scheduled to support safety and continued education for public works employees.
12. Helps ensure tasks and projects are performed accurately and within specified time frames.
13. Coordinate Public Works tasks and responsibilities to support special events.
14. Review budget requests, recommend priorities and assist the director in preparing the preliminary budget.
15. Monitor and review purchase orders for Public Works.
16. Oversee the work order system for Public Works.
17. Assist in establishing safety policies and procedures for the department.
18. Work with the Sanitation Supervisor to resolve route and equipment issues and to monitor the city landfill to ensure compliance with state and federal regulations.
19. Work with Horticulture Supervisor to oversee greenhouse operations and the successful implementation of the city’s beautification projects year-round.
20. Work with the Fleet Maintenance to ensure proper maintenance and operation for the city’s vehicles and equipment.
21. Work with the Fire Maintenance Supervisor to ensure that the city’s fire operations are sufficiently staffed and budgeted.
22. Work with the Streets & Facilities Maintenance Supervisor to assist with daily operations.
23. Must be willing and able to come in for emergencies to assist with city preparations and clean up.
NON-ESSENTIAL FUNCTION:
1. Performs other job-related duties as required or assigned.
Knowledge, Skills and Abilities
1. Knowledge of federal, state and local rules, regulations, ordinances, policies and procedures.
2. Knowledge of or ability to quickly learn the city roads and bridge systems along with other essential infrastructure.
3. Knowledge of organization and functions of city government.
4. Knowledge of personnel management policies and practices.
5. Knowledge of Public Works operations and management.
6. Knowledge of administrative tasks including, but not limited to purchasing and departmental budgets.
7. Knowledge of horticulture, landscaping and urban forestry, including, species of plants, shrubs and trees and the maintenance required of each.
8. Ability to work with planning and zoning for landscape and tree ordinances.
9. Knowledge of greenhouse management and horticulture practices.
10. Knowledge of environmental rules and regulations.
11. Ability to read, understand and evaluate plans for discussion with other city staff, architects, engineers, contractors and developers.
12. Knowledge of emergency management procedures.
13. Ability to effectively communicate both orally and written with officials, employees and the general public.
14. Ability to operate vehicles, machinery or equipment used throughout general public works operations.
15. Knowledge and understanding of safety operations as they pertain to equipment, pedestrians and traffic.
16. Basic understanding of building maintenance and what is required to have an effective building maintenance schedule and department.
17. General mathematic skills to perform quick and effective takeoffs for estimating and ordering materials for the city.
18. The ability to organize, prioritize and schedule work orders, projects and general maintenance with all divisions within Public Works, while coordinating with other departments within the city as needed.
19. Ability to handle stressful situations and continue working effectively without losing composure.
20. Ability to handle personal issues fairly and effectively with all necessary documentation.
21. Skills to operate and use standard office equipment and technology.
22. Ability to independently manage one’s time and resources to ensure the efficient and effective management of public works’ tasks.
23. Ability to learn other skills necessary to perform other job-related duties as required or assigned.
Minimum Qualifications
1. Possess a bachelor’s degree in Horticulture, Landscape architecture or related field of study from an accredited college.
2. Minimum of ten (10) years’ experience in managing or leading subordinates in related fields to above degrees or other public works jobs.
3. At least two years’ experience of working on and around heavy equipment and vehicles requiring a CDL.
4. Possess a current valid driver’s license. May be required to obtain a Commercial Driver’s License (CDL)
5. Available for on call, weekends and holidays if needed
6. Available for travel to attend professional development workshops and training programs
7. Must be able to pass a pre-employment background check and drug screening.
8. Must be insurable by City’s liability insurance carrier by maintaining motor vehicle record standards
Physical Demands
The work requires some physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching or similar activities; recurring lifting moderately heavy items such as record boxes. The work may require specific, but common, physical characteristics and abilities such as above-average agility and dexterity.
Work Environment
The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress which require a range of safety and other precautions, e.g., working at great heights under extreme weather conditions, or similar situations where conditions cannot be controlled.
