Under general supervision, develops, plans, coordinates and manages capital facilities projects to completion. Tracks department projects and ensures projects are completed while complying with ND Century Code and the City Purchasing Policies. Collects appropriate documentation to create a historical record of projects.

Scope of Responsibility:
The Project Manager will collaborate with department team members and employees across the City of Fargo organization to complete facilities related capital projects.Essential Duties and Responsibilities:
  1. Communicates and develops working relationships with others in carrying out job functions.
    1. Communicates regularly with facilities team to track projects or obtain feedback on projects in process;
    2. Communicates regularly with consultants, vendors and contractors;
    3. Communicates regularly with City department leadership to understand project priorities;
    4. Collaborates closely with the Director of Facilities Management.

  2. Project Planning
    1. Conduct research and analysis to prepare feasibility reports and estimates of cost;
    2. Works with team and/or outside entities through the planning/design phase with critical review of drawings and scopes of works;
    3. Provides constructive feedback during the planning/design phase.

  3. Contract Management
    1. Negotiates construction contracts, change orders, and service contracts;
    2. Develops specifications for capital improvement projects;
    3. Supervises and/or coordinates with consultants in bidding processes.

  4. Project Management
    1. Manages Facilities capital projects and manages or assists with other department capital projects from budget approval to completion;
    2. Works with Finance to develop bid documents; 
    3. Participates in the Request for Proposal evaluation process;
    4. Works with the City Attorney to ensure contracts are accurate for submission to the City Commission for approval;
    5. Tracks projects using project management software and communicates updates to stakeholders in a timely manner;
    6. May engage third party project management for more complex projects during one or more phases of the process;
    7. Performs project close-out; including assembling and reviewing as-built drawings, specifications, O & M manuals, and warranties.

  5. Contractor Management
    1. Oversite of contractors, vendors and consultants;
    2. Performs site visits and coordinates regular project meetings to monitor project progress;
    3. Reviews and approves shop drawings;
    4. Reviews change orders and updates cost projections.

  6. Project Records
    1. Monitors project activity within the project management system;
    2. Ensures that all data necessary for asset tracking is recorded;
    3. Provides appropriate information and documentation to the Facility Coordinator to add to the Facilities Management System;
    4. Runs reports for and/or provides data from the system to the Director of Facilities Management to support requests and/or updates to the Commission.

  7. Financial Responsibilities
    1. Enters requisitions for purchase orders;
    2. Reviews and obtains appropriate approvals for invoices and pay applications;
    3. Receives invoices and pay applications, completing supporting documentation, and ensures payment is fully processed;
    4. Controls the project budget throughout and provides regular updates to stakeholders.

  8. Assists in developing the work unit budget.
    1. Provides informed input on matters relating to the annual operating and multi-year capital budgets;
    2. Analyzes past expenditures, expected needs, and obtains informal bids for future cost projections for anticipated needs.

  9. Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
    1. Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
    2. Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
    3. When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.

  10. Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
    1. Interacts regularly with others in the work unit, the public, vendors or across departments to exchange basic fact information as requested or as necessary to perform job duties;
    2. Frequently interacts with others in the work unit, the public, vendors and contractors and across departments to exchange detailed and/or technical information where the ability to explain concepts is exercised.
    3. Interactions include negotiations with contractors to achieve project objectives.

  11. Performs other duties and activities as assigned.
Minimum Qualifications:
The job requires an Associate’s Degree, Bachelor’s Degree preferred, in construction, facilities management or related field and five or more years of previous experience in construction, facilities management, project management or related experience. A valid driver’s license is required. 

Knowledge, skills and abilities include:
  • Requires knowledge of general office practices and procedures;
  • Requires advanced knowledge of one or more project management platforms:
  • Requires intermediate knowledge of Microsoft Office applications;
  • Requires knowledge of AutoCAD or other computer aided drafting software;
  • Requires advanced ability to communicate effectively in both verbal and written forms;
  • Requires advanced interpersonal skills as applied to interaction with coworkers, supervisor, leadership, consultants, vendors and contractors. 
  • Requires high attention to detail;
  • Ability to establish and maintain effective working relationships with others;
  • Requires advanced project management skills:
  • Requires advanced problem solving and resolution skills.
Physical Demands & Working Conditions:
Work is performed in a variety of indoor and outdoor environments. Work is typically light with considerable variety and ranges to medium work occasionally. Work requires extensive use of a computer, telephone, and other office equipment. Regular driving is required to check work sites, projects and attend meetings. Daily work may involve climbing ladders, maneuvering in small spaces, and regular driving to locations within the City. Working conditions include regular exposure to dirt, soot, oil, noise, extreme weather conditions. Hazards include daily local driving, exposure to hazardous chemicals, climbing on ladders, on lifts and going on roofs. There is considerable attention to detail and deadlines.

Activities include stooping, standing, walking, lifting, digital dexterity, grasping, feeling, talking, and hearing/listening, seeing/observing, repetitive motions.

Light Work: Physical demands are normally those associated with light work: Exerting up to 25 pounds of force occasionally and/or 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.
