Description

This position is responsible for the administration, enforcement of adopted state and city codes and nuisance violations within the City of Faribault.

Examples of Duties

  • Provide education and outreach to help the community achieve zoning compliance.
  • Educate business owners, homeowners and community members on property maintenance, fire codes and related ordinances, policies and procedures.
  • Monitor and inspect commercial and residential properties for compliance with applicable State codes and City ordinances.
  • Investigate reports of code and ordinance violations, issue citations and resolve disputes and ensure corrective measures are taken.
  • Conducts inspections to ensure compliance with City Rental Registration Program requirements and related City ordinances.
  • Recommend and participate in legal proceedings, including producing documents / evidence for prosecution of code and ordinance violations.
  • Stay abreast of current inspection practices and code and ordinance changes.
  • Prepare correspondence, reports, memoranda and other materials requiring judgement as to content, accuracy and completeness.
  • Track and review schedules and prepare hearing notices and correspondence in compliance with statutory requirements.
  • Completes related reports, issue correction notices, stop work orders, and citations as needed.
  • Maintain a variety of inspection and enforcement logs and records.
  • Perform research to determine allowed uses of property and prepare reports and recommendations to the Planning and Zoning Department.
  • Assist other City departments with additional zoning and code compliance and inspection activities.
  • Perform special duties as assigned or apparent.

Typical Qualifications

Minimum Qualifications :

  • Two year degree or coursework / vocational training in building construction and inspection, fire science, or two years of related experience in a similarly related field.
  • Proficiency in Microsoft Office and records management software.
  • Ability to read site plans, blueprints City code and ordinances.
  • Strong written and verbal communication skills.
  • Possession of a Minnesota driver's license or ability to obtain prior to employment.
  • Desirable Qualifications :

  • Knowledge of relevant City zoning ordinances, City code, property maintenance code and State Fire code.
  • Code enforcement and inspection experience in public sector.
  • Experience with Building Codes, mechanical and plumbing systems and codes, property maintenance codes, zoning and land use ordinances.
  • Knowledge of zoning and land use ordinances and the enforcement of principles, practices and methods of land use ordinances.
  • Experience using Springbrook, Tyler or Permit Works software.
  • Fire Inspector I or II State certification.
  • Supplemental Information

    SUPERVISION RECEIVED / EXERCISED

    This position receives general supervision from the Building Official. This position does not have any employee supervisory responsibilities.

    TOOLS AND EQUIPMENT USED

    Desktop computer, iPad, laptop, including word processing, spreadsheets, presentation software, as well as program applications.

    Motor vehicle, calculator, telephone, copy machine and fax machine.

    PHYSICAL DEMANDS

  • While performing the duties of this job, the employee is frequently required to sit, stand, walk, talk, hear, read, taste, smell; use hands to finger, handle, feel, or operate tools or controls; and reach with hands and arms. Hand-eye coordination is necessary to operate computers and various pieces of equipment.
  • The employee is required to walk, traverse stairs, and move about various types of environmental and geographic settings. Must be able to drive a car for local as well as long distance travel.
  • Lifting, pushing / pulling, or carrying objects up to 25 pounds and occasionally lift and / or move up to 100 pounds.
  • Repetitive movements of the hands are frequently required. Audio, visual, and verbal functions are essential funds to performing this position, including the ability to regularly communicate and make presentations to the public.
  • WORK ENVIRONMENT

    The majority of work is performed within an office setting; however some outdoor work is required at inspection sites. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

    While performing the duties of this job, the employee sometimes works in various, outdoors weather conditions. The employee is occasionally exposed to wet and / or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration.

    The noise level in the environment is usually quiet in the office, and moderate to noisy in the field.
