What are the responsibilities and job description for the Code Enforcement Supervisor position at City of Farmers Branch?
***Target Hiring Range: $60,000 - $70,000***
The purpose of this position is to build relationships and protect the health, safety and welfare of the general public and to enhance the quality of life within the City of Farmers Branch through the enforcement of minimum property and building maintenance standards in alignment with the City’s performance standards. Responsible for providing daily supervision and direction to Code Enforcement Officers and Inspectors.
- Oversees Code Enforcement Division core operations including the supervision, training and development of Code Enforcement Officers and Inspectors.
- Provides direction to Code Enforcement Officers and Inspectors as needed.
- Addresses questions and escalated customer concerns.
- Participates in the selection of staff.
- Provides and/or coordinates staff training related to Code Enforcement practices and procedures.
- Conducts routine audits of employee case files to ensure compliance with division standards and procedures.
- Monitor employee workload and the quality/quantity of work performed.
- Formally and informally coaches employees to correct performance deficiencies. Conducts formal disciplinary action when necessary and/or prepares same for the Code Enforcement Manager.
- Investigates and responds to escalated citizen inquiries and complaints regarding code issues, cases or employees.
- Ensures staff are compliant with all licensing and training requirements necessary to maintain professional licenses in active and compliant status with the State of Texas.
- Prepares employee performance evaluations. Holds formal and informal meetings with employees on their performance throughout the year.
- Provides fair and consistent feedback on performance-related activities.
- Makes recommendations to the Code Enforcement Manager on division policies, procedures and laws under Code Enforcement’s purview.
- Is solely responsible for the administration of the division’s Residential Certificate of Occupancy Program.
- Maintains an established inspection district and performs code enforcement inspections.
- Prepares and issues notices and court documents, maintains code case files, collects evidence, testifies in court, and performs enforcement-related all of the other functions required of a Code Enforcement Officer in the division without supervision.
- Protects the health, safety and aesthetics of the community.
- Reviews and evaluates the work of Code Enforcement Officers and Inspectors as necessary to answer questions and ensure compliance with division policies and procedures.
- Supervises the performance of Code Enforcement contractors. Makes recommendations as to their retention or replacement when contracts expire.
- Attends public meetings and events, or ensures said meetings and events are attended by Code Enforcement, as necessary to engage with citizens and elected officials.
- Manages the Division in the absence of the Code Enforcement Manager.
- Maintains effective working relationships with other City departments.
- Ensures the Code Enforcement Division provides world-class customer service to Farmers Branch citizens, business owners and visitors.
- Maintains regular and punctual attendance.
- Performs other duties as assigned.
- High school diploma or GED equivalent
- An active Texas Code Enforcement Officer license in good standing with the Texas Department of Licensing and Regulation
- At least three years’ experience as a licensed Texas Code Enforcement Officer

- Any combination of related education, experience, certifications and licenses that would result in a candidate successfully performing the essentially functions of the job.
- Ability to communicate effectively both verbally and in writing
- Ability to create and explain formal documents such as notices, affidavits, letters, and announcements for consumption by the public
- Ability to read, understand and explain legal language in court documents, contract documents, laws and regulations and similar language
- Ability to train Code Enforcement Officers and Inspectors in all facets of code enforcement including, but not limited to, case management, document preparation, customer service and code comprehension, and to evaluate the performance of staff in these areas while providing fair and consistent feedback that ensures compliance with the division’s policies and procedures.

- Licenses and Certificates:
- A Code Enforcement Officer Level II Certificate from the Texas A&M Engineering Extension Service.
- Any other certification or license related to the enforcement of property maintenance codes, building codes or similar sets of regulations.
- Work Environment:
Exposed to weather conditions when performing inspections. Job requires light carrying, (less than 25 lbs.) climbing, driving, stooping, kneeling, pulling and reaching while making inspections.
