This position will remain open until filled.Target Hiring Range: $110,000 to $124,000Beyond the traditional expectations of what Human Resources should be, this senior-level leadership role will primarily focus on people, relationships, and employee engagement. Specifically, this position will directly oversee the areas and associated staff for Risk, leave and absence, recruiting, payroll, recruiting and the HR front desk administration. It will also share some responsibility for employee relations functions with the HR Director. This position champions the City’s Core Values and servant leadership models, recognition programs and employee growth and development programs. Essential Job Functions Essential Job Functions represents 20%-50% of working time on a regular basis, subject to the varying demand of specific functions. All functions listed below are considered essential and are expected to be completed regularly and efficiently by any incumbent. Regular, punctual and on-site attendance is essential for all functions listed below. This position, under the direction of Director of Human Resources, will be responsible for the following: Fosters an inclusive, engaging, and values-driven workplace culture that aligns with our mission and strategic goals. Leads efforts to design and implement HR strategies that inspire innovation, promote employee well-being, and cultivate a positive organizational environment, including but not limited to: Builds a collaborative, inclusive, and high-performing workplace culture by serving as a culture ambassador, promoting alignment with the City’s mission, vision, and values at all levels.Plans and executes employee engagement programs, recognition strategies, and team-building activities that enhance morale and productivity.Conducts regular assessments of the organizational culture and designs action plans to address areas of improvement.The direction, administration and oversight of Risk Management, Leave Administration, Payroll, Recruiting, and HR Front Desk functions of Human Resources, to include but not limited to: Supports the HR Analyst assigned to risk and absence by continually identifying, developing and maintaining effective organizational policies and procedures related to risk administration, including coordination with the TMLIRP. Responsible for direction and resolution of sensitive or difficult risk issues and policies.Serves as project manager for associated HR & Payroll system upgrades, testing and administration. Supports the Payroll Systems Administrator by developing and identifying areas for improvement, efficiency or escalation of issues related to payroll processing errors, glitches or mistakes.Supports and provides direction and guidance to the HR Analyst assigned to recruiting and onboarding. This includes evaluation of candidates, job offers, background checks, equitable compensation, police/fire testing procedures and all associated policies and SOP’s for recruiting and retaining employees.Along with the HR Director, conducts effective, efficient and compliant disciplinary policies and procedures, to include ethical and objective investigations. Oversees all terminations and disciplinary actions and provides proper guidance and appropriate levels of discipline that are free from discriminatory, subjective or otherwise inappropriate factors.Identifies, develops, implements and communicates important policy changes on an annual or as-needed basis, with proper input from necessary stakeholders.Continually develops or maintains improvements to processes and service levels, to include the use of technology, automation and ease of use for customers.Recommends changes to policies, practices or procedures to appropriate City leadership teams.Effective and extensive coordination, collaboration and counseling with all City departments, leadership teams and staff members, to include but not limited to: Serves as a HR business partner to all departments and leadership teams, and provides proper counsel, strategy, guidance or direction in all HR-associated matters.Works with all departments and City management to establish growth, development, succession and training plans for leaders and staff members.Continually and regularly engages with other departments in their day-to-day operations, such as participating in ride-outs or job shadowing to assess employee morale, sentiments, and issues. Fosters sustainable relationships through trust, engagement and interest in people and their processes.Meets regularly with departmental leadership teams to prioritize effective strategies for hiring, retention, engagement and employee relations issues.Maintains professional, cordial, conciliatory and facilitative communication at all times, regardless of circumstance or situation.Effectively manages, develops, and motivates assigned Human Resources staff, including, but not limited to, the HR Analysts assigned to Risk/Absence (1) and Recruiting/Onboarding (1), the Payroll Systems Administrator (1), and the HR Administrative Assistant (1) in the following functions.The effective recruitment, selection, onboarding, and retention of associated staff and volunteers. Continual performance management of staff through evaluations, coaching, development and other opportunities that promote growth, learning and engagement.Demonstrates effective and professional leadership through active engagement, involvement, and equitable treatment of all staff members.Consistently and effectively models the behavioral, performance and service-level expectations of the Human Resources team.Other Job Functions Other Job Functions are essential but represent less than 20% of working time on a regular basis. These are performed with less regularity but are considered essential. All functions listed below are considered essential and are expected to be completed regularly and efficiently by any incumbent.Serves as HR Director in the absence of the HR Director, or as necessary.Assists in the development, analysis, formulation and administration of the department’s budget; approve the forecast of funds needed for annual operations; approve expenditures and implement budgetary adjustments as appropriate and necessary. Develops partnerships and relationships with external stakeholders and resources, such as colleges, cities, counties and other organizations that provide a meaningful and strategic alliance for the City.Prepares presentations, reports and other related documents for all audiences and interest groups.This position is expected to step into the roles of any direct report at any time, and effectively perform any and all associated HR operational functions.Other functions not specifically designated within the scope of essential functions.

Advanced knowledge of Human Resources practices and procedures.Advanced knowledge of federal, state and local laws and regulations.Advanced knowledge of organizational development, design and theory.Advanced knowledge of effective coaching principles and thought leadership models.Advanced knowledge of compensation and benefits best practices and procedures.Advanced skill in interpersonal communication and conflict resolution.Advanced skill in the de-escalation of sensitive or aggressive customer/vendor/citizen issues.Advanced skill in analyzing data, identifying trends and creating actionable data strategies.Strong project management skills and experience with project management methodologies.Excellent communication and interpersonal skills, with the ability to collaborate effectively with stakeholders at all levels.Ability to simultaneously coordinate multiple tasks and priorities and support multiple individuals, teams, and work groups.Ability to establish and maintain project schedules and balance responsibilities for multiple projects.Ability to continually demonstrate practical knowledge, analytical judgements and informed decision-making.Ability to provide technical, practical or functional knowledge related to job functions.Ability to effectively inform, educate, persuade or influence others related to job functions and necessary outcomes.Ability to communicate effectively on technical, interpersonal and professional levels to diverse audiences, communities and interest groups.Must have the ability to work a Tuesday-Friday, 7:30 a.m. to 6:00 p.m. schedule.Must have the ability to work a flexible schedule that may include weekends, evenings and holidays. Must be able to work in-office, in the field or in designated satellite environments.
