PAY GRADE: L RANGE: $23.7009 - $36.8739/ Hourly

DAYS WORKED: Monday-Friday

HOURS WORKED: 7:00 a.m.-3:30 p.m.

JOB DUTIES

ESSENTIAL DUTIES

Reports to Chief Building Official or his designee.

Using excellent customer service skills, establishes and maintains effective working relationships with builders, other employees, officials, and all members of the general public.

Operates a motor vehicle to assist in carrying out the business of the department and the City.

Responsible for enforcing the National Electrical Code, State of New Mexico Electrical Code and other related codes and regulations, including the New Mexico Construction Industries Division Rules and Regulations, New Mexico Construction Industries Licensing Act, National Electrical Safety Code and the Farmington Electrical Utility System Meter and Service Guide.

Responsible for electrical plan review, electrical commercial inspections, electrical residential inspections, electrical industrial inspections and hazardous location electrical inspections.

Works with the Farmington Electric Utility in inspecting all services. Assist meter department on meter tampering. Assist F.E.U.S Estimators, Engineers, Customer Service, and New Service departments. Attend meetings and advise members of the Electrical Code Advisory Committee.

Performs field inspections of electrical work in the City as well as electrical connect inspections within the Farmington Electrical Utility Systems serving area, assuring minimum code standards are met or corrected by electrical contractors or permitted homeowners.

Maintains records of electrical inspection activity and completes related reports. Issues certificates and permits as appropriate. Issues stop work orders and correction notices.

Assists in researching problems and complaints regarding commercial and residential buildings. Responds to complex and sensitive electrical issues.

Interprets codes in the field. Authorizes acceptable alternative methods of code compliance within limits of authority.

Investigates Code Compliance, Customer Service and Electrical Line Department complaints; resolves or refers complaints to appropriate staff. Initiates abatement proceedings when appropriate.

Must be able to read and understand electrical blueprints.

Attendance at work is an essential function of this position.

NON-ESSENTIAL DUTIES

Performs the duties of electrical plan review as needed and qualified.

Assists staff in the performance of their duties as needed.

QUALIFICATIONS

This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

High School diploma or equivalent.

Three years of electrical journeyman and/or electrical foreman level experience.

Valid driver's license with acceptable driving record for the past three years.

Must be knowledgeable with the National Electrical Code, State of New Mexico Electrical Code, New Mexico Construction Industries Division Rules and Regulations, New Mexico Construction Industries Licensing Act, Farmington Electrical System Meter and Service Guide and other related codes and regulations.

Must be Nationally and State certified Electrical Inspector.

Journeyman Electrician JE98 (License is held in abeyance by the NM Construction Industries Division while employed with the City of Farmington.)

Hours of continued education to keep the National and State inspector certification.

Must be familiar with and able to operate various electrical testing equipment (GFCI tester, amprobe, voltameter, ohm meter, megger) and two-way radio and calculator.

Ability to establish a good working relationship with the public and local contractors. Must have good oral and communication skills and ability to deal courteously and consistently with the public.

Before employment as an electrical inspector, must be certified as an electrical inspector by the State of New Mexico Construction Industries Division. The Electrical Bureau of the Construction Industries Division reserves the right to deny the issuance of a certificate as an electrical inspector for reasonable and just cause on its own motion. Must receive certification as an electrical inspector by the International Code Conference within one year of employment.

As required by the New Mexico Construction Industries Licensing Act, must surrender any contractor's license or certificate of competence issued by the Construction Industries Division, to be held in inactive status as a condition of employment.

Applicants for an Electrical Inspector position may substitute technical, University, or College training in an Electrical field for up to two (2) years of the three (3) years Journeyman or Foreman level experience. The equivalency shall be calculated such that one (1) year of technical, University of College training shall equal one half (1/2) a year of Journeyman or Foreman experience. In no case shall the applicant be permitted to substitute more than two (2) years' worth of the Journeyman of Foreman level experience. Further, in conjunction with the technical, University or College training, the applicant must demonstrate at least one (1) year of related field experience in their trade as a Journeyman.

PHYSICAL DEMANDS

The employee must occasionally lift and/or move up to 20 lbs. In order to perform the required inspections, be able to stand; walk; use hands to finger, handle, feel or operate objects or controls; and reach with hands and arms. Be able to climb ladders or scaffold; stoop, kneel, crouch or crawl; talk and hear.

Specific vision abilities required include close vision, distant vision, color vision, peripheral vision and depth perception. Hand-eye coordination is necessary to operate various pieces of office equipment.

SAFETY EQUIPMENT

Safety Glasses, hard hats, gloves, safety vest, safety shoes, electrical service gloves, hearing protection and other safety equipment.

WORK ENVIRONMENT

While performing the duties of this job, able to work in inclement weather conditions and various conditions pertinent with job-site construction.
