JOB DUTIES
ESSENTIAL DUTIES
Work under the general supervision of the Engineering Support Supervisor.
Perform technical, administrative, and clerical work in the billing and coordination of electric utility services.
Supervise part-time or temporary staff, as assigned.
Process customer requests for electrical services such as construction estimates, meter spots, construction work orders, Field Service Order connects, and create new Location ID# and Customer ID# to generate a customer billing account within the HTE AS400 computer system.
Process payments for line construction estimates, Net Metering application fees, Electric Engineering invoices, Business Operations invoices and Line Division invoices.
Process payments of reimbursements for Electric Engineering, Electric Administration, and Line Division.
Responsible for evaluating and coding for financial account tracking during the receipt process such as refundable, non-refundable, miscellaneous revenue and utility deposit.
Balance cash receipts batch and prepare daily receipts for Accounting following the Cash Handling Policy.
Calculate revenues and projected bills in all phases of electrical charges such as residential, commercial (General Services), and municipal general services.
Procure address verifications for all new electric services, and affidavits and legal descriptions for services within specific planning jurisdictions.
Obtain service drop permission, load calculation, customer application forms, and commercial/residential irrevocable letters of credit.
Coordinate all related customer data with proper work orders, permits, service connects, direct to the appropriate department, and provide follow-up with customers.
Data entry and maintain records of service connect/disconnect, permits and customer requests.
Assist the public with interpretation of Rules and Regulations regarding electric service, refunds, deposits, and requirements of the Meter and Service Guide. Assist customer with interpretation of the Line Extension Agreement.
Calculate electric commercial and residential deposits, refunds and revenues for line construction work orders.
Prepare estimate cover letter outlining the stipulations listed on the estimate for customers.
Receive and process line extension deposits and new electric service connection deposits. Research Public Records request, Notice to Creditors, and Bankruptcy Notices received from the Legal Department.
Interpret the Net Metering/Solar program to customers and contractors. Initiate and process Net
Metering/Solar applications with appropriate divisions and provide follow-up with customers. Maintain Net Metering Solar customer account spreadsheet.
Assist in training of New Service Representative as required.
Serve as backup for Work Order Specialist creating and processing estimates, work orders, and
transformer checks as required.
Maintain a high degree of customer contact, in-person, telephone, and electronically, both externally and internally, assist with various clerical and technical functions for new service.
With excellent customer service skills, establish and maintain effective working relationships with other employees, officials, and all members of the public.
Notarize necessary customer documents for purpose of work order processing.
Digitize and maintain work order documents in FileBound.
Prepare a variety of correspondence used within Business Operations.
Maintain and upkeep the Business Operations files.
Process incoming New Service mail daily.
Attendance at work is an essential function of this position.
NON-ESSENTIAL DUTIES
Possibly operate a motor vehicle to assist in carrying out the business of the division and the City.

QUALIFICATIONS
This position is subject to the City's Drug and Alcohol Free Workplace Program. This includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.
Extensive background checks required.
High school diploma or equivalent required. A minimum of four (4) years of experience in an
office setting with increasing responsibility is also required.
Valid driver's license with acceptable driving record for the past three (3) years is required.
Ability to operate with proficiency the following: fax, copier, 10-key calculator, personal computers, and scanners. Familiarity with and ability to learn and become proficient with the HTE AS400 computer system is required.
Ability to type in the range of 45 wpm with accuracy or at a rate sufficient to perform duties is
required.
Ability to operate with proficiency Microsoft Word, Access, Excel and FileBound software is required.
Experience with billing, customer relations and bookkeeping preferred.
Acquire comprehensive knowledge of electric rates and charges to communicate such charges to customers.
Ability to understand legal descriptions, maps, boundaries, county, municipal, and school jurisdictions.
Ability to problem solve using knowledge obtained in researching status of electric construction connects, Net Metering/Solar applications, and line construction work orders.
Prior experience within an electric/public power entity preferred.
Ability to prioritize work and meet deadlines is required.
Ability to establish and maintain effective work relationships with co-workers, supervisors, other City personnel and interact effectively with the public is required.
