ESSENTIAL DUTIES
Performs firefighting activities including driving fire apparatus, operating pumps and related equipment, laying hose, and performing fire combat, containment and extinguishment tasks.
Works under the general supervision of the Deputy Chief of Administration, and the on-duty Battalion Chief.
Coordinates with City of Farmington (COF) officials, San Juan County Emergency Management, San Juan County Soil, Water, and Conservation District to update and maintain the Community Wildfire Protection Plan (CWPP).
Coordinates with COF officials and San Juan County Emergency Management to update and maintain the San Juan County Hazard Mitigation Plan (HMP).
Supervises the FFD seasonal wildland firefighter program.
Supervises the FFD seasonal hydrant maintenance program.
Supervises the FFD seasonal mitigation program.
Ensures contractual duties are completed within specified time periods per the hydrant maintenance contract.
Works with the Community works director or his / her designee on hydrant maintenance needs, specifications and documentation.
Identifies COF Urban Interface properties to include private property within the City limits.
Coordinates with COF Parks, Recreation, and Cultural Affairs in mitigating invasive species along current and future trail projects.
Coordinates with San Juan Soil, Water, and Conservation District in grant writing to obtain Fuels Mitigation Funds.
Works with San Juan County Soil, Water, and Conservation District's contractors for mitigation projects including, but not limited to : sight inspections, community education, and habitat restoration.
Coordinates the FFD wildland team maintenance days.
Maintains records of Wildland Team members required training.
Obtains current availability of Wildland Team members for callout purposes.
Determines appropriate personnel to staff callout units and coordinates with the Deputy Chief, and / or shift Battalion Chief.
Is available to answer the request for wildland fire deployments from NM State Forestry.
Attend meetings in regards to wildland fire and mitigation.
Assist in developing the seasonal wildland assessment process.
Determine future project assignments for the seasonal firefighter programs and logistical support as needed.
Manage and approve Seasonal Wildland Firefighter's schedule in Executime.
Respond to community questions and concerns relating to mitigation and hydrant maintenance.
Educate the community of Firewise concepts and similar wildland fire safety programs.
Responsible for performance evaluations of employees under his / her supervision.
Ensures all PPE for assigned employees is in appropriate and serviceable condition.
Develop and facilitate training for seasonal and shift personal relating to wildland fires.
Ensures that all apparatus are ready to respond per NM State Forestry and NWCG standards.
Submits and renews FFD RMP sheet to NM State Forestry.
Delegates building billing packets and reviews for accuracy on all reimbursements of wildland deployments.
Serves as a wildland firefighter on a wildland fire engine as needed.
Works both independently and as a crew to perform engine operational duties in the suppression of wildland fires and perscribed fires.
Drives engine to fire locations in consideration of safety of crew and equipment, and how the equipment can be best used for control and mop-up operations.
Personally, performs and may direct others in starting fire pump, priming pump, adjusting engine speed and pump valves, laying hose, and using appropriate nozzles and nozzle adjustment for effective use of water and additives.
Has knowledge of maintaining specialized equipment used to respond to Wildland Urban Interface situations.
Qualified individuals may serve as Incident Commander on initial attack.
Will serve in a hand crew capacity to construct fire-line with hand tools and power tools.
Maintain fire equipment, apparatus, and facilities. Performs minor repairs to department equipment, apparatus, and equipment.
Performs fuel reduction activities and / or other wildland fire mitigation projects.
Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.
Receives and relays fire calls and alarms. Operates personal computer, radio and other communication equipment.
Presents programs to the community on safety and fire prevention topics.
Operates a motor vehicle to assist in carrying out the business of the Department and the City.
Attendance at work is an essential function of this position including, but not limited to, 14 plus day deployments outside of the region.
Evaluate FFD Wildland contracts with Federal Agencies. Coordinates with area forests for use of land for team trainings.
Coordinates training with NM Stat Forestry, BLM, BIA and other local agencies.
Works with local IMT's (incident management teams) to develop FFD members to be capable to fill those rolls.
Manage the facility and fleet for wildland.
Manage equipment and PPE for the wildland team and seasonals.
Develop and manage the Wildland Team's 5-year and 10-year plan.
Works with the Fire Department Administration and City of Farmington Leadership to mitigate invasive species and options for retreated areas.
Facilitate training for Seasonal Wildland Firefighters.
Develop FFD Wildland Team Driver / Operator program.
Acts as Wildland Team Liaison with staff.
Plan and facilitate the growth and knowledge of FFD members to maintain the wildland program and the Wildland Team.
Coordinate with the Deputy Chief and pre-build MRP (mission ready packages) for EMAC / IMAC.
May assist to coordinate or instruct other department personnel, as assigned.
Be available for on call responses as needed.
Other duties as assigned by FFD supervisors and administration.
Will be required to travel up to 25% of the time for department business, meetings, etc.

WORK ENVIRONMENT

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee occasionally works near moving mechanical parts, in high precarious places and is occasionally exposed to wet and / or humid conditions, heated environment, cold environment, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.
The noise level in the work environment is usually moderate, except during certain firefighting activities when noise levels may be loud.
QUALIFICATIONS
This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes, pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow-up testing.
All candidates must :
- Successfully pass a series of interview panels.
- Successfully completes an arduous level pack test per NWCG guidelines.
- Pass an extensive background check.
- Pass a pre-employment physical examination.
- Pass a pre-employment drug screen.
Be 18 years or older at the time of employment.
Have a valid High School Diploma or GED equivalent.
Possess a valid driver's license with acceptable driving record for the past three years. Must be able to obtain a driver's license applicable to Fire Department apparatus.
Be able to read and write the English language.
Must be a New Mexico State certified EMT-B (Emergency Medical Training - Basic, or higher) or obtain within one year of hire.
Must maintain NWCG Wildland Red Card Certification.
Must be at minimum of Acting in Capacity Battalion Chief or equivalent.
Must be a qualified NWCG Division Supervisor.
Required to have Incident Safety Officer.
Have a working knowledge of driver safety, CEVO class preferred.
Must have S-130, S-190, L180, S-131, S-212, S-215, S-230, S-231 and S-290.
ICS 100, 200, 300, 400, 700, and 800 preferred.
Must be available 24 / 7 during the hired work period for in City and out of the area deployments.
Have the ability to perform strenuous or peak physical effort during emergency, training or station maintenance for prolonged periods of time under extreme conditions (heights, heat, cold or smoke).
Have the ability to act effectively in emergent and stressful situations.
Have the ability to follow verbal and written instructions.
Have the ability to communicate effectively both orally and in writing.
Have the ability to establish effective working relationships with employees, other agencies, and the general public.
Forest Service equivalency taskforce or higher certificates will be reviewed on a case by case basis.
PREFERENCE POINTS
Preference points will be awarded to candidates based on the highest level of formal education completed (0.5 point for an Associate's Degree, 1 point for a Bachelor's Degree, and 1.5 points for a Master's Degree or higher; based on a 100 point grading scale).
A Military preference point will be awarded to candidates based on submission of a qualifying DD214 (1 point, based on a 100 point grading scale).
Preference points will be awarded to candidates based on current wildland certifications at time of hire (.5 point each for S-200, S-260, S-300, S-330, S-336, S-390, S-339, and Blue Card Command based on a 100 point grading scale).
Preference points will be awarded for residing within a 35 miles radius of Farmington City limits - proof of residency must be submitted for verification (0.5 point, based on a 100 point grading scale).
