Surface Water Management Inspector

*The first review of applications will be on May 1st*

Under the direction of the Surface Water Management Inspection Supervisor,  the SWM Inspector will conduct video inspections; inspection of public stormwater infrastructure; supports and carries out source control inspections; completes inspections of single family home construction erosion and sediment control measures from application through final site stabilization; support other Public Works departments on questions of erosion and sediment control measures; support the construction management efforts within the Surface Water Division of the Public Works Department; support and carryout the surface water inspection and source control inspection activities necessary for National Pollutant Discharge Elimination System (NPDES) permit compliance;   the City’s private retention/detention facility inspection program including inspection scheduling, owner notification and follow up inspections and enforcement measures; and perform infrastructure locates as needed.  This position will function as an enforcement officer.
 Private Retention/Detention Facility Inspection:

• Inspect private storm water control/conveyance facilities to ensure proper function and maintenance.  
• Utilize video inspection equipment to perform detailed inspection as required.
• Implement the commercial inspection program, ensuring that approximately 800 private storm water facilities are inspected on an annual cycle and operating as designed.
• Coordinate with property owners and implement surface water enforcement codes as necessary to ensure compliance with correction notices.

 
Public Stormwater Infrastructure Inspection:

• Perform inspections of public stormwater infrastructure as required.
• Utilize video inspection equipment to perform detailed inspection as required.
• Utilize GIS systems and update asset management systems for field collected data.
• Investigate drainage issues and respond to citizen concerns.

 
Source Control Inspection:

• Perform illicit discharge detection and elimination (IDDE) inspections on both public and private property 
• Maintain and utilize video inspection equipment, smoke machines and dye to perform IDDE inspections as needed.
• In conjunction with the Water Quality Coordinator, conduct water quality sampling and basic field-testing procedures.
• Assist as needed in stormwater related enforcement actions, including documentation, follow-up inspections and correspondence
• Update the asset management system with relevant inspection data and system information

Erosion and Sediment Control Inspection:

• Inspect all phases of single-family home construction and improvement work relative to erosion and sediment control measures applicable to assure quality control and compliance with plans, specifications, permits, codes, standards, ordinances and regulations.
• Attend and represent the City at various meetings with citizens, contractors, consultants, and outside agencies.  Coordinate with others to facilitate project construction and to adjust project plans as necessary for proper erosion and sediment control.
• Provide technical assistance to, advice and communicate with the general public concerning erosion and sediment control measures as appropriate and follow through with an appropriate course of action.
• Coordinate, schedule and implement the erosion and sediment control program for single family construction.

Utility Locates:

• Provide backup duties for the one-call program, including receiving; properly documenting and responding to one call locate requests

Capital Project Inspection:

• Inspect all phases of surface water management (SWM) capital improvement projects to assure quality control and compliance with plans, specifications, permits, codes, standards, ordinances and regulations.
• Review project plans and specifications for completeness and accuracy.
• In conjunction with the project engineer, coordinate and conduct pre-construction meetings.
• In conjunction with the project engineer, coordinate pay estimates and maintain records for work performed by the contractor.

Any combination of education and experience equivalent to an Associate’s degree in either construction management, civil engineering or environmental sciences or closely related field and three years municipal experience in public works inspection for either construction, source control inspection, or erosion and sediment control inspection.
 
Licenses and other requirements:
Valid Washington Driver’s license.
WSDOT Construction Site Erosion and Spill Control Certification (preferred) 
Certified for Confined Space Entry (preferred)
Traffic Control Flagging Certification (preferred)Knowledge of:

• How bio-swales, wet ponds, underground infiltration galleries, open ponds, and other storm water control facilities function and their modes of failure.

Environmental Conditions/Physical Effort:
Work is performed primarily in an office and field environment in all weather conditions and requires travel to a variety of locations to perform work.  Work may involve walking around construction sites over rough terrain, and employee may be exposed to traffic hazards, and conditions and hazards from obstacles, heights, and open trenches associated with construction sites.  May also be exposed to potentially hazardous materials and equipment, and fumes or vapors.  May be required to lift objects up to 80 pounds.  Employee may be required to enter tight and confined spaces by crawling, climbing, or descending into the space.

Salary : $81,816 - $103,620
