Basic Function:
Under the direction of the Surface Water Maintenance Supervisor and Public Works Operations Manager, train, assign, and supervise surface water maintenance personnel and/or perform skilled and specialized duties in the maintenance, repair and construction of surface water facilities including man-made and natural retention/detention systems, collection and conveyance systems. Assist in the evaluation and selection of equipment, tools and contracts; properly and safely operate heavy and light vehicles, specialized equipment, hand and power tools.
Distinguishing Characteristics:
Surface Water Maintenance Worker 3 incumbents perform skilled and specialized surface water facilities maintenance, repairs and construction duties; serve as lead worker to Maintenance Worker 1 and 2, part-time, and seasonal employees as assigned. Surface Water Maintenance Worker 3 perform skilled and semi-skilled duties.Train, assign and supervise the maintenance, repair, and construction activities of public surface water facilities including open channel/ditch excavation and restoration, culvert/pipe repair and installation, asphalt cutting and removal, retention/detention pond mowing and debris removal, catch basin/manhole repair and installation, job site safety, cleanup and restoration. Prepare daily work assignments and reports.
Act as Maintenance Supervisor in his/her absence.
Assist in the research and assembling of information related to the evaluation, selection, and purchase of equipment, tools and supplies; meet with vendors and contractors.
Prepare and maintain a variety of surface water maintenance records including, but not limited to work performed, fuel consumption and mileage, parts, material, and equipment inventories, purchases, equipment use, safety and vandalism reports and system repair needs.
Perform inspection of public and private surface water facilities and appurtenances for maintenance and repair conditions.
Perform work in underground pipes, manholes, catch basins and vaults in accordance with OSHA safety regulations.
Perform maintenance activities as related to the repair, restoration and cleaning of open channel stormwater conveyance systems/ditches.
Perform a variety of construction projects and duties such as building forms, mixing, pouring and finishing concrete, removal and/or replacement of asphalt, concrete
curb and gutters, and sidewalks.
Clean pipes, catch basins, manholes, vaults, open channel conveyance systems/ditches, retention/detention ponds, and conservation properties with hand/power tools or specialized equipment such as storm eductor truck with high velocity water jet equipment, backhoe, dump truck, excavator, skid steer loaders/track loaders, various heavy equipment attachments, power or riding mower, and weed eaters; operate all equipment in a proper and safe manner.
Assist in the preparation and updating of maps and diagrams of streets, manholes, catch basins, pipes, open channels, ditches, and retention/detention facilities.
Perform asphalt work including installation of berms, patches, etc. associated with Surface Water related Maintenance repairs.
Spray chemical applications to control weeds, insects and vegetation growth.
Work for extended periods of time for emergencies such as flooding, system failures, and snow and ice control.
Perform other duties as assigned.Any combination equivalent to graduation from high school and three years experience performing comparable work required in the Surface Water Maintenance 3 position.
Licenses and Other Requirements:
Must possess a valid Washington State Drivers License with Class A Commercial Drivers License Endorsement and Tanker Endorsement, or ability to obtain Tanker Endorsement within six (6) months. Possess a valid Washington State Pesticide and Insecticide Applicators license or ability to obtain one within one (1) year of employment.
