City Manager Position Announcement
The Mayor and City Council seek to recruit a new City Manager to fill the vacancy left by the former manager who resigned suddenly to take a new job. The new City Manager must have the abilities and experience to guide Fellsmere with an appropriate combination of community orientation, leadership, and operational skills.
Fellsmere is a diverse, politically stable community with a population of 4,990 (2024 BEBR), comprising approximately 57 square miles located in Indian River County, Florida, approximately an hour and a half from West Palm Beach and Orlando. A small-town community with a residential/agricultural atmosphere, Fellsmere has opportunities for tremendous growth. While protecting the character of its core, the city has also consciously positioned itself through annexation and economic development incentives with a progressive regulatory framework for long-term sustainable growth.
Fellsmere operates under the Council/Manager form of government by Charter. The City Council is vested with policy-making and legislative authority. The City Council consists of a mayor and four Council members, elected on a non-partisan basis with staggered 2-year terms. City Council members are not subject to term limits. The City Manager serves at the pleasure of the Council as the Chief Administrative Officer. The City Manager has oversight of the Police, Public Works/Utilities, Finance, and Community Development/Building Services departments. Fire/Rescue and Library services are provided by Indian River County. Including Council members, the city has 37 employee positions, making teamwork a key work ethic. The FY 2024-25 budgeted General Fund is $4,249,188, with a total of $48,742,798 for all budgeted funds.

Minimum Qualifications:
Knowledge of modern municipal administrative methods and procedures, organizations and functions; current social, political and economic trends and operating challenges of municipal government operations; principles of effective public management, public relations and interrelationships with community groups and agencies, private businesses, and other levels of government.
Ability to provide effective leadership and coordinate the activities of full-service municipal organization’ analyze, interpret, summarize and present administrative and technical information and data in an effective manner, apprise and evaluate situations and people accurately and quickly and adopt an effective course of action’ serve effectively as the administrative agent of the City Council’ select, supervise, train and evaluate staff.
Training and Experience:
Requires a minimum of a bachelor’s degree in public or business administration with a preference for a master’s degree from an accredited college or university with major coursework in public or business administration or a closely related field. Five years of progressively responsible experience in an administrative capacity for a County or Municipality with a demonstrated record of achievement. Must possess a valid Florida driver’s license.
*The ideal candidate will be a manager or assistant manager with at least 5 years of full time municipal management experience and a minimum of a bachelor’s degree in public management, finance, business or a related field. A master’s degree in public administration finance, business or a related field plus Florida local government management experience are preferred. A demonstrated record of experience in; upper-level management, governmental organizations, developing and monitoring organizational budgets, intergovernmental relations, economic development and supervision of multiple departments. Because Fellsmere is a small community, the City Manager is expected to be a strong, hands-on, ethical, team-oriented leader with effective communication skills, a strong commitment to a diverse citizenry, and analytical problem-solving skills.
The City Council will provide a competitive salary and benefits. Starting salary will be $100,000 to $150,000 depending on qualifications. The City Manager is required to reside within a radius of 35 miles from City Hall within six (6) months from the effective date of the Employment Agreement. All finalist candidates will be subject to financial, educational, professional, press, criminal, and social media background checks.
