Finance and Accounting Director
UNLIMITED TIME STATUS
MAJOR FUNCTION
Highly responsible administrative work directing the Finance and Accounting Department. Under general executive direction of the City Manager, administers the central accounting, budgetary and financial system and all public funds.
ILLUSTRATIVE DUTIES
The following duties are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position:
· Plans, evaluates and directs departmental policies, as they relate directly or indirectly to finance and accounting, programs and operations
· Directs financial operation of the City in accordance with an established accounting system
· Prepare the proposed and final budget for the City Manager and City Council
· Prepares financial statements and cost reports at monthly intervals, including operating and capital outlay expenditures and revenue
· Directs the audit and approves disbursements for goods and services within budget appropriations
· Directs the treasury collection activity and custody of public funds. Oversees the investment of City funds and the payment of bond obligations
· Serves as financial advisor to the City Council, management, Budget and Finance Committee, etc.
· Directs and monitors the implementation of City and departmental regulations regarding financial matters
· Administers the health and property insurance and retirement programs for the City
· Functions as Human Resource Director for the City and directs all related operations of HR activities
· Functions as Risk Manager for the City and all that goes with that role
· Ensures compliance with State and Federal regulations for Grants and normal yearly reporting of financial data as required
· Performs related work as required.
MINIMUM QUALIFICATIONS
· Knowledge of the laws and policies governing municipal finance and accounting practices and procedures. Knowledge of accounting practices and administrative policies.
· Knowledge of office practices, computer and accounting equipment.
· Knowledge of municipal bonds and contracts and available investment opportunities.
· Ability to formulate and install methods, procedures, forms data processing and record systems.
· Ability to supervise professional and clerical staff. Ability to prepare complex financial reports.
· Ability to maintain effective working relationships with the public, Council and staff.
EDUCATION & EXPERIENCE:
Bachelor’s degree in Accounting. At least five (5) years of supervisory experience in accounting and financial administration, with emphasis on municipal government experience. CPA or CGFO highly desirable. Any combination of education and experience which demonstrates a successful record of achievements will be eligible for consideration.
