Additional Information : This position is budgeted for the following salary range : $66,289.60 - $82,867.20. This position is posted with the full salary range indicating future potential earnings; however, the actual hiring salary for this position is dependent upon relevant experience and qualifications above minimum requirements and position funding. Therefore, all starting salaries above the midpoint require further review and additional approval.

This role actively supports and upholds the City's stated mission and values. Duties range from routine to the most complex of project management responsibilities requiring employees to take initiative, make judgment calls, and make decisions for the projects / processes for which they are assigned

Employees of this class are expected to exercise skills and knowledge in the technical support associated with the management of projects, contracts, teams and services for city funded public improvements. In addition, employees are expected to exercise considerable judgment, initiative, and professional skills in project administration, knowledge of resource management, and coordination of projects and program delivery.

ADMINISTRATIVE DUTIES

  • Supervisory : This job has Project Management responsibilities, including coordinating and monitoring the work of others, but does not supervise.
  • Budgetary : This job does not have budgetary responsibilities but carries out day-to-day activities within the approved budget.
  • Strategic Planning : This job does not have strategic planning responsibilities but carries out day-to-day activities to reach the stated goals and objectives.
  • Policies / Procedures : This job carries out day-to-day activities in accordance with established policies and procedures but may provide recommendations for policies and procedures to the Capital Improvements Engineer, as appropriate.
  • Compliance : This job has partial responsibility for compliance at the section level, including following, assisting in ensuring compliance with, and may enforce Federal, State, and Local laws, rules, and regulations, as well as City policies and procedures.
  • Council Communications : This job carries out day-to-day activities in accordance with Council's adopted priorities and direction and may attend and / or present at council meetings, as required.
  • Reporting : This job has partial responsibility for reporting to Federal / State / Local agencies at the section level. The employee gathers information, completes reports, and assists in addressing discrepancies in reporting for the following reports / agencies : AZ Dept. of Transportation, Arizona Dept. of Environmental Quality, Arizona Corporation Commission, Burlington Northern and Santa Fe Railway (BNSF) and / or the Federal Highway Administration (FHWA).

Examples of the Work Performed

  • Provides excellent customer service to both internal and external customers.
  • Supervises or conducts annual evaluations of the City street network and assesses needs for street improvements and repairs.
  • Assists in the development of the City's annual Street Improvement Program contract documents and construction specifications for bid to external contractors.
  • Assists, manages and / or administers construction of the City annual Street Improvement Program.
  • Utilizes Pavement Management software for street evaluations and budget projections for needed street improvements.
  • Develops and solicits request for statements of interest and qualifications and requests for proposals from consultants for Public Works capital projects across the Division, both horizontal and vertical in nature.
  • Procures consultant services and completes fee negotiation in accordance with contracted parties.
  • Coordinates work with various public utilities, City departments, Federal and State governmental agencies, engineering consultants, contractors, and other organizations.
  • Develops, administers, and manages contracts for outside professional and construction services and makes recommendations to the Public Works Director, Commissions, and Council.
  • Directs other employees and consultants in assuring the design and construction compliance to approved standards, plans and specifications for a variety of municipal capital projects.
  • Assures grant conditions and requirements are adhered to in grant funded capital projects.
  • Reviews and approves contractor and consultant requests for payment.
  • Represents Public Works Department's issues at Council, Commissions, board, and public meetings.
  • Assists in preparation and monitoring of capital budgets and project scoping for five-year Capital Improvement Plans.
  • Assigns, directs, and supervises the work of external consulting firms.
  • Attends meetings and performs related duties as required.
  • Participates in public involvement on project related issues.
  • Prepares for and makes presentations at various commission meetings.
  • Prepares project management policies, guidelines, and procedures for the division.
  • Conducts detailed plan review to assure compliance with original project scope, regulatory requirements, and sound engineering practice.
  • Coordinates plan reviews and project management with other City departments, divisions, programs, and outside agencies.
  • Assists the general public and other City staff that have problems or concerns that require technical advice, response, research, and / or recommendations.
  • Develops and presents technical data and recommendations to both technical and non-technical staff.
  • Performs a wide variety of special assignments to help with specific Department / Division-wide initiatives.
  • Performs field review and assessments.
  • Performs field sampling and field inspection duties.
  • May assist other staff and programs as directed.
  • Other duties as assigned.
  • Qualifications

    MINIMUM REQUIREMENTS

  • Bachelor's degree in Civil Engineering or related field or registration as an Engineer-in-Training (E.I.T.)
  • Three years of experience as a Project Manager in relatable discipline (may include pavement maintenance, rehabilitation and street improvement projects, facilities delivery or capital project work).
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
  • DESIRED EXPERIENCE AND TRAINING

  • Thorough knowledge of project management principles, capital improvements design, contract document preparation, cost estimating, scheduling and Federal and municipal uniform standards and specifications.
  • Working knowledge, rules and regulations relating to design, construction, and grant compliance for capital projects.
  • Registration as a Professional Engineer with proficiency in Civil Engineering.
  • Experience and / or training in project management and / or project review entailing public work improvements.
  • Experience and / or training with applicable software applications.
  • OTHER REQUIREMENTS

  • Must possess, or obtain upon employment, a valid Arizona driver's license.
  • Regular attendance is an essential function of this job to ensure continuity.

    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)

  • Ability to creatively solve problems of a complex nature.
  • Working knowledge of laws and regulations applicable to the design and construction of Public Works projects in the state of Arizona; including streets, drainage, water, sewer, parks and municipal facilities.
  • Working knowledge of pavement rehabilitation means, methods, techniques and knowledge of paving industry materials and their properties.
  • Working knowledge of pavement maintenance software and using that software for systemic pavement condition analyses and budgetary forecasting.
  • Skills and abilities to analyze problems, prepare alternative solutions and make recommendations in written technical reports.
  • Ability to effectively manage the resources available for successful completion of Public Works projects including the ability to prepare and monitor project budgets and schedules.
  • Ability to independently evaluate, negotiate, and process consultant and contractor proposals for contract changes and to evaluate and develop recommendations for resolution of contract disputes and claims.
  • Ability to successfully coordinate project related activities with public, private, and regulatory agencies, utility companies, consultants, contractors, and property owners.
  • Ability to communicate and coordinate project development and implementation activities with other departments and divisions.
  • Ability to represent Public Works concerns in a professional manner at City Council, Commission, and other public meetings.
  • Skills and abilities in making engineering computations and estimates in reviewing plans and design reports, conducting engineering field inspections, and performing project management.
  • Ability to evaluate technical engineering information and statistics and to arrive at valid decisions on the basis of such data.
  • Ability to communicate and coordinate engineering matters with other departments, divisions, and individuals involved in the review and project management process.
  • Ability to formulate value-engineering proposals during design and evaluate value-engineering proposals during construction to achieve potential project cost savings.
  • Ability to read technical documents and plans and to detect potential construction problems and non-conformance to standards, regulations, codes, and specifications.
  • Ability to coordinate, monitor, and review professional and technical staff services and establish and maintain effective, productive relationships in a team environment.
