Job Summary

The City of Fort Collins Water Engineering Development Review team is seeking an experienced Civil Engineer that will be responsible for reviewing and approving development plans for water distribution, wastewater collection, and stormwater infrastructure. This role involves extensive coordination with other Development Review staff, Utility Water / Wastewater / Stormwater Superintendents and field crews, Stormwater floodplain administration and Master Planning staff. This position requires strong leadership skills and technical expertise to support the team, interpret policies and procedures, and ensure compliance with engineering principles, City Code, and applicable regulations. Responsibilities also include project coordination with applicants and their consultants throughout the development review and construction process.

Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Coordinate with relevant departments and agencies to integrate One Water Principles and planning into broader urban development strategies.
  • Coordinate projects and work activities with City departments, divisions, and the public as needed in order to sustain or enhance service levels to the public.
  • Represent the department and serve as a technical information resource for the public, consultants and developers, City boards and departments, City Council, and other organizations regarding specific projects or general engineering questions; may prepare presentations and written materials.
  • Performs and directs staff engineers in implementation of projects and programs including review and approval of water distribution, wastewater collection and stormwater infrastructure. Assists with the creation and finalization of development agreements to document requirements and financial obligations.
  • Provides guidance, coaching, mentoring and overall review of assigned staff projects and programs. Directs the review and approval of technical water, wastewater and stormwater computer hydrologic and hydraulic models and reports.
  • Oversees the review of and recommends payments for oversizing and developer repays.
  • Ensures that stormwater quality considerations and requirements that include Low Impact Development (LID) and Best Management Practices (BMPs) are addressed and incorporated into development plans.
  • Oversees the inspection of new development construction (water, wastewater and stormwater) to monitor progress and ensure conformance to engineering plans and design criteria.
  • Resolves conflict and solves difficult technical and policy issues between developers, engineers, stakeholders, interested parties, the public and the City.
  • Works continuously and effectively as part of the Stormwater Engineering and Development Review management team to ensure coordination and consistency in review comments and implementation of division goals and objectives.
  • Assists with the formulation of capital improvement plans enabling orderly expansion of the stormwater, wastewater, and water systems ensuring coordination with private development.

  • Ability to read and interpret engineering reports and plans, and hydrologic and hydraulic models.
  • Advanced knowledge of applicable city, county and federal codes, laws and development standards.
  • Skilled in the use of engineering, computer-aided design (CAD), GIS, spreadsheet, word processing and statistical software.
  • Strong interpersonal communication skills, including presentation and technical writing abilities. Ability to influence effectively and communicate to varied audiences including City Council, executive, professional, field staff, contractors, general public.
  • Demonstrated ability to apply advanced mathematical concepts.
  • Strategic critical thinking in approach to problem solving, issue resolution and solution development.
  • Required Qualifications

    Minimum Preferred College degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees. Bachelor's degree required in Civil Engineering from an accredited college or university, or equivalent combination of education and experience to meet the state minimum requirements to pursue engineering licensure.Associates / Bachelor's degree or other specialized skill training / certification may be required in some positions.Master's degree preferred in Civil Engineering from an accredited college or university, or equivalent combination of education and experience to meet the state minimum requirements to pursue engineering licensure.

    Experience Requirements

  • The City of Fort Collins Utilities organization values engineers with a strong background in technical proficiency and a focus on the safety, health, and welfare of the public. We encourage skills development and training to advance one's knowledge and pursue professional licensing. 7 years engineering experience required (9 years preferred).
  • Certifications / Licenses / Specialized Training

  • Valid driver's license., Professional Engineer (P.E.) registered in the State of Colorado or ability to obtain within 6 months.
