Under the general direction of the Code Enforcement Officer Field Supervisor, responsible for planning, scheduling, supervising and directing the work activities of the Rapid Response Team program. Incumbent is expected to exercise relative independence in the day-to-day operations of the Rapid Response Team program.

Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include planning, assigning, and directing work, appraising performance, addressing complaints and resolving problems.

Responsibilities and Reporting During an Emergency Situation
:
Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.
Non-Essential Employees will not be required to work during a declared emergency. The employee’s Department Head will determine when the employee will be required to work.

Duties/Responsibilities

  • Oversee the mowing of vacant lots, and unoccupied structures, including removal of all trash and debris.
  • Oversee the cleanup of vacant lots, clearing of overgrowth, application of spraying chemicals, and conducting minor demolitions of unsafe structures including porches, decks, sheds and carports.
  • Oversee the address stenciling program and graffiti removal.
  • Provides supervision of non-supervisory employee(s) and volunteer groups such as AmeriCorps, Juvenile Arrest and Monitor Unit (JAM).
  • Maintain records of daily worksheet, lot mow, board-up, stencil, and weed control logs.
  • Conduct research on vacant lots, including location and contacts for owner/caretaker.
  • Maintain inventory and supplies, including equipment for the Rapid Response Team program.
  • Represent Rapid Response Team and City at Code Board, as needed.
  • Maintain City vehicle and conduct general maintenance on mowing equipment.
  • Handle citizen complaints as needed.
  • This position requires regular and reliable attendance and the employee’s physical presence at the workplace.
  • Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
  • Proficient in the use of word processing, spreadsheet, database, and presentation software.
  • Knowledge of state and local regulations required for businesses.
  • Excellent customer service skills.
  • Skilled in prioritization, organization and time management.
  • Ability to speak clearly and persuasively in positive or negative situations.
  • Ability to operate necessary equipment including tractor, laser mower, bobcat, front end loader, truck, trailer, telephone, radio, cell phone, weed eater, chain saw, land clearing equipment and hand tools.
  • Ability to communicate effectively with others.
  • Ability to understand the organization and operation of the City and outside agencies as necessary to assume assigned responsibilities.
  • Ability to understand, interpret and apply general and specific administrative and departmental policies and procedures.
  • Ability to establish and maintain effective working relationships.
  • Ability to perform under frequent deadlines and/or in response to emergencies.

Minimum Requirements

  • High school diploma or GED and three years of progressively responsible experience in maintenance or repair related work.
  • Must possess a valid Florida Driver’s License with an acceptable driving record.

  • Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.
  • Visual Acuity 4 - operate motor vehicles/heavy equipment.
  • Kneeling – bending legs at knee to come to rest at knees.
  • Lifting – raising objects from lower to higher position, moving objects side to side, using upper extremities, back.
  • Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning.
  • Walking - on foot to accomplish tasks, long distances, or site to site.
Work performed is primarily:
  • Heavy work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects

WORK ENVIRONMENT

  • Contact with internal and external customers and the general public
  • Ability to perform strenuous work in varying and adverse weather conditions.
  • May be exposed to moving mechanical parts; fumes or airborne particles; toxic or caustic chemicals; risk of vibration.
