SUMMARY
Working under the direction of the Director of Fleet Management, incumbent assists with the maintenance and repair of Civil City, City Utility, Police, and Fire vehicles/equipment. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. Monitor and ensure all work duties and activities are performed in accordance with the City safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, professionalism and assist in the maintenance of the City’s 2,200 plus fleet assets. Essential duties also include the following and others may be assigned.
- Supervises Service Writers and acts as a backup when necessary.
- Supervises Technicians, monitors their work, providing technical assistance when necessary.
- Assists in troubleshooting problems with vehicles/equipment when necessary.
- Manages major repair details including coordination of departmental needs.
- Prioritizes and tracks maintenance and repair of vehicles and equipment in order to meet the performance standards such as turn-around time, downtime, fleet availability and technician accountability. Reports on department efficiency to the Director of Fleet Operations monthly.
- Assists with various administrative duties including performance evaluations for shop operation personnel and handling various personnel problems.
- Trains new shop employees in departmental guidelines including work rules, standard operating guidelines and safety practices.
- Sets skilled training needs for each technician and works with the Director of Fleet to ensure scheduling and completion of training.
- Assists with future needs for shop operations including equipment, building repairs and additional employees working with the Director of the Fleet Department.
- Manages OSHA and IDEM -Stormwater -Environmental responsibilities to ensure compliance on a day-to-day basis with State and Federal requirements.
- Manages records for MSDS books and reports as necessary.
- On call 24 hours for all emergencies.

SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include assisting the Director of Fleet management in interviewing and hiring, training employees; planning, assisting with the assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
- Any combination of work experience or academic pursuit equivalent to an Associate Degree in Diesel Technology;
- Specialized knowledge of the care and operation of automotive vehicles and heavy equipment.
- Thorough understanding of mechanical principles and maintenance practices.
- Ability to supervise the work of both skilled and unskilled mechanics and staff.
- Ability to efficiently coordinate the work of the garage to meet the needs of other City Departments.
- Ability to inspect and diagnose mechanical problems and determine appropriate maintenance requirements.
- Ability to establish and maintain effective working relationships with staff members, other city departments and the public.
- Ability to write and speak clearly and concisely to produce reports and manage staff.
- Skilled in the use of garage equipment and tools used in mechanical repairs.
LANGUAGE SKILLS
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
- Valid CDL B permit with airbrake endorsement, valid CDL physical, and the ability to obtain an actual CDL B license with airbrake endorsement within 180 days of hire. Upon receipt of Indiana Commercial Driver's License (CDL), Class B, individual must be able to maintain CDL certification. Incumbent must be 21 years of age or older to hold a CDL with the City of Fort Wayne;
- IDEM Underground Storage Tank class A Operator certification or the ability to obtain within 6 months of hire.
