SUMMARY
Working under the direction of the Manager of Salomon Farms, Outdoor Recreation and Boating the incumbent is responsible for overseeing the overall care of the Parks and Recreation Department's Salomon Farm Park buildings and grounds and related facilities (or other areas as assigned). This includes all janitorial work, and park grounds and facilities maintenance as required. Oversees and manages comprehensive year-round and seasonal recreational/educational facilities, programs, festivals, events and seasonal and year-round staff at Salomon Farm Park. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned.
Planning/JUDGEMENT
- Develops partnerships and sponsorships with schools, community groups, agencies, and organizations to develop programs and maintain facilities and outdoor areas;
- Tracks grant fund spending and maintains records for grant reporting and compliance as required;
- Works within established budget for Salomon Farm cost centers;
- Provides input and monitors facility maintenance plans;
- Recommends goals, budgets, and scope of services for the programs and facilities;
- Assists with identifying, soliciting, and managing monetary and other resources;
- Establishes and maintains effective internal and external working relationships with participants, staff, and the community;
- Ensures revenue goals are met for each program and the operation;
- Creates, designs, and prepares materials for programs and events;
- Provides input for capital projects;
- Submits and obtains all required entertainment and safety permits required including but not limited to Homeland Security Entertainment Permit, Fire Safety inspection permits and DNR permits;
- Ensures an efficient and effective operation to meet the goals of the FWPRD;
- Writes and submits proposals and specifications;
COMMUNICATION / INFORMATION
- Supervises, trains and disciplines assigned employees properly;
- Works cooperatively with other SF staff, FWPRD staff, contractors, City officials and the general public;
- Able to communicate effectively in writing and various electronic methods such as e-mail and text;
- Prepares reports as directed;
- Attend meetings as directed;
SUPERVISION/Leadership
- Recruits, trains, coordinates, and assigns the work of staff and volunteers;
- Leads, directs, and instructs activities; works directly with program participants and serves as a role model;
- Responsible for safety and child protection practices;
MANAGEMENT/OPERATIONS
- Fills in for the Manager of Salomon Farm, Outdoor Recreation, and Boating Operations in their absence;
- Directly responsible for day-to-day supervision of operations, programs, services, and facilities at Salomon Farm Park, and other areas as assigned;
- Schedules and assigns work to Salomon Farm Park employees ensuring completion of work and recording the completed work properly;
- Monitors overall appearance and maintenance of buildings, restrooms, offices, open spaces in the Salomon Farm Park areas with assigned work crews or through other FWPRD divisions;
- Assist with light maintenance duties or other maintenance duties as assigned;
- Checks and authorizes timecards;
- Tracks and assigns staff trainings including operational training, City of Fort Wayne training and Fort Wayne Parks Department required trainings;
- Assists with preparation of Salomon Farm Park (or other facilities as assigned) for specific recreation programs or events;
- Ensures that all work is done in a safe manner as dictated by IOHSA, OSHA and the safety policies of the City of Fort Wayne and the FWPRD;
- Operates within the policies and guidelines of the City of Fort Wayne and the FWPRD.
- Assigns, coordinates, and oversees the Salomon Farm full time Coordinator and their areas of responsibility including Salomon Farm Camp, classes, Fun Times, and other duties as assigned;
- Coordinates and manages Salomon Farm Park including: facilities, equipment, farming operations, rentals, antique assets, programs, events, festivals, and other duties as assigned;
- Supervises and performs grounds maintenance:
- Overseas daily animal care;
- Coordinates onsite or offsite vet visits;
- Monitors and maintains all livestock, pens and pastures;
- Transports animals as needed;
- Participates on boards and committees as assigned;
- Assists in fund raising for programs, activities, and facility improvements;
- Maintains records of activities and prepares reports, including equipment safety reports as needed;
- Ensures all staff follows all City of Fort Wayne and Parks and Recreation money handing procedures, purchasing guidelines, inventory accountability and daily reporting procedures;
- Ensures all staff and volunteers are trained in safety guidelines for their specific areas of responsibility and other CFW and FWPRD policy and procedures as applicable for their job descriptions;
- Requisitions supplies and equipment, maintains equipment;
- Responsible for building, animal, and general park security;
- Works with marketing staff or other staff to prepare and market programs and events.

SUPERVISORY RESPONSIBILITIES
Directly supervises 1 full-time, 4 regular part-time employees and 20-25 seasonal employees including Salomon Farm Park Day Camp staff. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND/OR EXPERIENCE
- Bachelor's degree (B. S.) from four-year college or university; and/or training; or equivalent combination of education and experience;
- Ability to express concepts, ideas and supporting facts effectively in both oral and written forms and a sensitivity to the choice of the effective methods;
- Significant experience in Park Maintenance or Institutional building and grounds maintenance;
- Significant experience in personnel management and working in a labor environment;
OTHER KNOWLEDGE, SKILLS and/or ABILITIES
- Communicates effectively both orally and in writing;
- Ability to organize, plan and coordinate employees to accomplish specific work objectives;
- Practical knowledge of landscaping techniques, turf and ground repair, general gravel and paved road repair, minor facility repairs and knowledge of the related materials and equipment used;
- Significant knowledge and experience in janitorial methods and practices including maintaining a variety of floors and carpets with the knowledge of janitorial related chemicals and equipment used;
- Ability to work flexible schedule including nights and weekend assignments, assists during City emergencies such as storm and snow emergencies;
- Ability to work independently and in an outdoor environment year-round;
- Ability maintain a clean and neat personal appearance with good hygiene;
