CLASS DEFINITION
Perform a variety of responsible administrative and public contact work related to the Federal Community Development Block Grant (CDBG) Program, City’s Home Improvement Program, Fountain Valley Housing Authority affordable housing projects, and other similar affordable housing programs. Provide information and assistance to the public, City staff and officials.

DISTINGUISHING CHARACTERISTICS
This position is distinguished by the full range of duties as assigned, working independently and exercising some judgment and initiative, and receiving only occasional instruction or assistance as new or unusual situations arise. The incumbent is fully aware of the operating procedures and policies of the Department or Division.

SUPERVISION RECEIVED AND EXERCISED
The incumbent works under the general supervision of the Neighborhood Improvement Manager and performs work within established guidelines and policies.
  • Assists in the administration of  the Community Development Block Grant Home Improvement Program, Fountain Valley Housing Authority projects, and similar affordable housing programs, which includes preparation and dissemination of marketing materials, screens and qualifies applicants per income eligibility guidelines, performs home inspections to determine rehabilitation needs, coordinates the bid process, oversees rehabilitation projects, conducts end of project inspections, paperwork, and final payment processing.  
  • Coordinate with the City’s contract mortgage service provider in the administration of the City’s Home Improvement Program loans and outstanding loans from previous programs.
  • Conduct a variety of studies and research involving departmental or City programs, systems, operations or activities as assigned; research, analyze data and prepare written reports, including making conclusions and recommendations on assigned projects.
  • Establish and maintain project files and statistics; compile data and prepare summary reports to regulatory agencies.
  • Provide assistance in preparation of the annual HUD required reports for CDBG funding. 
OTHER JOB-RELATED DUTIES:
  • Prepare agendas and take minutes of Housing and Community Development Committee meetings.
  • Perform other duties as assigned.

EDUCATION:

Bachelor’s degree in Planning, Public Administration or a related field is highly desirable.

EXPERIENCE:
Two years municipal, administrative Housing and Community Development experience or two years related non-profit or public service program experience desirable.

KNOWLEDGE OF:
  • Principles and practices of community development and housing rehabilitation program administration.
  • State and Federal regulations regarding housing and community development.
  • Provisions of the Uniform Building, Electrical, Plumbing and Mechanical Codes as applies to remodeling/rehabilitation construction.

  • Techniques of public and private financing as applied to federally-assisted property rehabilitation; financial and real estate procedures, methods and practices.

  • Operate a variety of software programs including Word, Excel, Access and PowerPoint.

  • Maintain moderately complex clerical records and extract data from such records.

  • Research methods and applied statistics.

  • Perform mathematical computations.

  • Modern office procedures, methods, computer equipment, and software.

REQUISITE ABILITIES/SKILLS:
  • Learn, interpret, and apply applicable rules, laws, policies, and regulations.

  • Read and understand rehabilitation and remodeling construction plans and specifications.

  • Prepare cost estimates and specifications.

  • Communicate effectively orally and in writing.

  • Prepare clear, concise, grammatically correct reports, memos and correspondence on a variety of subjects.

  • Establish and maintain effective working relationships with other employees, staff, City officials and the public.

  • Maintain and organize detailed records.

  • Plan effectively and meet deadlines.

  • Maintain the confidentiality of information received and processed.

LICENSE REQUIRED:
Valid California Class “C” Driver’s License.
SPECIAL REQUIREMENT:
  • Ability to work some evenings to record minutes of monthly Housing and Community Development Committee Meetings.

  • Ability to work in the field, as needed, conducting field inspections.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS:
Work is primarily performed in an office environment requiring prolonged sitting or standing; walking, kneeling, crouching, squatting, stooping, and bending; input data into a computer terminal; exposure to computer glare, vibrations, and pitch; ability to lift, carry, and move objects totaling approximately 25 pounds in weight; and have mobility, vision, hearing, and dexterity levels appropriate to the duties to be performed.
