Job Summary

Under the supervision of the Deputy Finance Director, the incumbent provides payroll and accounting support in the administration of all Payroll functions. This position is responsible for maintaining payroll systems and processing accurate paychecks according to City payroll schedule. Duties include consolidating timesheet information and entering data into payroll databases, maintaining and processing income tax reporting information & payments, calculating paycheck amounts and distributing funds to employee accounts. The incumbent will provide customer service to employees and City departments via telephone, email, and in person.

Duties and Responsibilities

  • Prepares payroll documents to be entered into Finance database and processes payroll for the City in its entirety.
  • Files bi-weekly reports and contribution payments in compliance with Federal, State, pension, and retirement account requirements.
  • Processes accounts payable invoices generated through the payroll system to be processed through accounts payable and sent to the applicable vendors.
  • Prepares garnishments and/or income withholding for child support documents to be set as payroll deductions.
  • Files quarterly IRS Form 941 and SUTA Reporting to comply with Federal and State requirements.
  • Deposits Emergency Medical Services payments into bank and prepares associated reports for third party billing company.
  • Prepares journal entries for the Utility Billing to be entered in the Finance database to allocate their income and expenses according to the Finance department policies and procedures.
  • Prepares annual W2 forms and filings.
  • Prepares documentation for and participates in the annual audit to comply with GAAP.
  • Maintains part of the p-card database requesting new p-cards, re-setting usernames and passwords, and changing credit limits.
  • May be back up for accounts payable and account receivable on an as needed basis.
  • Establishes and maintains effective working relationships with citizens and co-workers.
  • Other duties and responsibilities as required.

Supervisor Duties

This position has no supervisory responsibilities.

Work Environment

The work environment is an indoor office setting with offices and cubicles. The environment is temperature controlled and sheltered from outside elements. Lighting and airflow are adequate but adjustable as required for ADA accommodations. The noise environment is relatively quiet and includes moderate conversations and office equipment noise. There may be occasional loud noises from external sources and internal facilities maintenance. Restrooms and break areas are readily available and accessible. The office setting is a secured area that requires special access to enter.

Qualifications

Payroll Technician I

  • High School Diploma, GED, or equivalent combination of experience and education is required.
  • One (1), or more, years of work experience processing organizational payroll payments is required.
  • Colorado Driver’s License, or the ability to obtain one in 90 days of hire, is required.
  • Experience processing organizational payroll payments is highly preferred.
  • Experience working in government organizations is highly preferred.
  • Proficient in Microsoft Products including Outlook, Excel, Word, Teams, and others.
  • Able to obtain the following ICS Certifications: IS100 & 700

Payroll Technician II

  • High School Diploma, GED, or equivalent combination of experience and education is required.
  • Three (3), or more, years of work experience processing organizational payroll payments is required.
  • One (1), or more, years of work experience in government organizations is required.
  • Colorado Driver’s License, or the ability to obtain one in 90 days of hire, is required.
  • Proficient in Microsoft Products including Outlook, Excel, Word, Teams, and others.
  • Able to obtain the following ICS Certifications: IS100 & 700

Required Capabilities

  • Ability to proficiently read, speak, and understand English. Proficiency in non-English languages is highly valued.
  • Ability to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
  • Demonstrated strong verbal and written communication skills, analytical skills, statistical and mathematical abilities and interpersonal skills. Ability to read and interpret documents such as safety rules, operating maintenance instructions and procedure manuals. Ability to write complex reports and distill information for many audiences.
  • This position requires close, distance and peripheral vision.
  • Ability to hear an average conversational voice in a quiet room, using one or both ears, at a distance of six (6) feet. Ability to hear sounds and signals indicating work and safety necessities.
  • This position requires standing, walking and sitting for periods of time. Utilization of hands and fingers to operate office computer keyboard and equipment required. Must be able to reach with hands and arms, and stoop, kneel or crouch if needed.
  • Must be able to lift up to thirty (30) pounds as needed and frequently lift up to ten (10) pounds.
  • This position requires effective proficiency in the use of computer software and applications, office equipment, and professional telephone use. The ability to adequately type quickly with few to no errors is also very important. This position will often require multi-tasking in the use of computer, phone, and office equipment while interacting with clients. Candidates for this position may be required to take and pass technology proficiency assessments prior to employment.
