Under general direction, you will provide vital support by answering phones, processing permit applications, issuing permits, collecting data, and responding to inquiries regarding Virginia building and construction codes. This role requires a keen ability to read and understand construction plans, perform basic calculations, and utilize professional office software. Please note that this position is part-time.Key Responsibilities:
- Provide support for Tyler Cashiering and address inquiries related to the Citizen Access Portal (CAP).
- Respond to questions from contractors, developers, and the public about permit requirements, building codes, and fees.
- Review, process, and issue electronic construction-related permits.
- Verify contractor licenses issued by the Commonwealth of Virginia.
- Ensure completeness of submitted plans and required information.
- Communicate with architectural/engineering firms, contractors, and homeowners via phone, email, and in-person; refer concerns to appropriate City agencies.
- Calculate permit fees, generate invoices, collect payments, and reconcile transactions.
- Assist customers at the front desk with application questions and payment processes.
- Operate office equipment including computers, printers, and calculators.
- Maintain professional and courteous communication with colleagues, customers, and the public.
- Update and maintain electronic and paper records of permits and applications.
- Assist department head and staff with various administrative duties.
- Perform other duties as assigned.
- High School diploma or equivalent, with technical/vocational courses in building construction and code compliance.
- One (1) year of experience in data processing and permitting procedures or building construction preferred.
- Previous experience in clerical, administrative, or customer service roles, ideally in a municipal or government setting.
- Experience with permit processing or construction-related work is highly desirable.
- Equivalent education and/or experience may be considered.
- Must demonstrate effective and ethical work behaviors with citizens and City employees.
- Completion of Virginia Department of Housing and Community Development Core Academy and Permit Technician Course within 90 days of hire.
- Passing score on the International Code Council (ICC) Permit Technician Exam.
- Obtain Virginia Department of Housing and Community Development Technician Certification within 180 days of hire.
- Maintain Continuing Education Units (CEUs) requirements.
- Valid Commonwealth of Virginia driver’s license may be required.
- Proficiency in Microsoft Office Suite.
- Tact and courtesy in interactions with the public and contractors.
- Ability to establish and maintain effective working relationships.
- Interpret instructions in various formats (written, oral, diagrammatic).
- Exercise independent judgment and adaptability in methods and standards.
- Knowledge of laws, ordinances, and regulations relevant to the position.
- Proficient in operating office equipment necessary for daily tasks.
- Strong command of proper English usage, vocabulary, punctuation, and spelling.
- Attention to detail for report and correspondence preparation.
- Capable of performing both routine and complex administrative tasks.
