Job Summary

Under direction, is responsible for performing fully-skilled professional human resources work. This position provides support to all City departments including three bargaining units, unclassified employees, and seasonal employees. This position is responsible for the entire employment life-cycle including recruitment, orientation, leave management, engagement, training, benefits, and end of employment.

Starting Salary Range : The starting salary is between the minimum and midpoint of the range ($63,169.60 - $77,376.00). Candidates will start at the minimum of the range unless their skills, experience, education, or other factors exceed the qualifications for the position.

Essential Job Functions

  • Provides excellent customer service to internal and external customers, providing timely responses to any questions or concerns, or escalating as necessary.
  • Interprets, applies, and responds to questions regarding human resources policies, work rules and labor contracts.
  • Responsible for full life-cycle recruitment, including recruitment and onboarding processes for classified and unclassified positions; review and modification of job descriptions, screening applicants; overseeing selection process; interviewing; new hire orientation, reference checks, and drug test coordination.
  • Responsible for the leave management program, including FMLA, ADA, worker's compensation, injury leave, major medical and other related leave programs.
  • Assists in administration of city benefit programs.
  • Reviews proposed policies to assess impact on human resources programs or functions.
  • Conducts investigations, including discipline and EEO / harassment
  • Maintains compensation system for the City staff; responsible for accurately tracking all pay increases and ensuring all staff are paid appropriately; assists Payroll with pay issues or questions and contract interpretation.
  • Administers employee engagement programming including the FUN Committee, Wellness Committee, employee recognition awards, and other employee engagement activities.
  • Maintains the City's HRIS and other HR databases to ensure accuracy.
  • Implements and monitors performance evaluations to ensure timeliness and consistency; assists with development of performance standards.
  • Regular, predictable, and punctual attendance is required.

Minimum Qualifications

Any combination of education, training and experience as listed below which provides the required knowledge, skills, and abilities to perform the essential functions of the job a typical way to qualify is a Bachelor's Degree from an accredited college or university with coursework in Human Resources or related field of study and at least two (2) years progressively responsible experience in human resources field OR Master's degree from an accredited college or university with coursework in Human Resources, Labor Relations, or Employment Law or related field of study.

Licensure or Certification Requirements

  • Professional in Human Resources (PHR) or Certified Labor Relations Professional (CLRP) desirable.
  • Current and valid Ohio driver's license with an acceptable driver's abstract to meet criteria for insurability established by the City of Gahanna.

  • While performing the essential functions of this job, the incumbent is regularly required to sit; use hands to grasp, handle, or feel objects; reach with hands and arms; speak and hear; read and write; keyboard; and occasionally lift, carry, push or pull objects weighing up to 10 pounds.
  • Working Conditions :
  • Work is performed in a normal office environment with little exposure to outdoor temperatures or dirt and dust.

    Important Job Functions

  • Assists director with program administration, compiling complex information, coordinating services and programs, preparing correspondence and reports, maintaining records and files, and assisting the public.
  • Handles department oversight in absence of the HR Director.
  • Responsible for timely fulfillment of Human Resources related public records requests in accordance of Ohio Public Records law.
  • Responsible for administering FMLA.
  • Tracks EEOC information; prepares bi-annual EEO-4 report.
  • Responds to unemployment claims and attends unemployment hearings when needed.
  • Assists director with the establishment and implementation of department policies and procedures.
  • Under guidance of HR Director, assists in management of the Civil Service process for testing, applications, etc.
  • Participates in labor relation meetings; takes and maintains notes from the meetings; attends union negotiation meetings as necessary.
  • Attends City Council, Civil Service, and Mayor's staff meetings as HR Department representative when requested.
  • Performs other related duties as assigned by supervisor.
