Job Summary
Under direction, is responsible for performing fully-skilled professional human resources work. This position provides support to all City departments including three bargaining units, unclassified employees, and seasonal employees. This position is responsible for the entire employment life-cycle including recruitment, orientation, leave management, engagement, training, benefits, and end of employment.
Starting Salary Range : The starting salary is between the minimum and midpoint of the range ($63,169.60 - $77,376.00). Candidates will start at the minimum of the range unless their skills, experience, education, or other factors exceed the qualifications for the position.
Essential Job Functions
- Provides excellent customer service to internal and external customers, providing timely responses to any questions or concerns, or escalating as necessary.
- Interprets, applies, and responds to questions regarding human resources policies, work rules and labor contracts.
- Responsible for full life-cycle recruitment, including recruitment and onboarding processes for classified and unclassified positions; review and modification of job descriptions, screening applicants; overseeing selection process; interviewing; new hire orientation, reference checks, and drug test coordination.
- Responsible for the leave management program, including FMLA, ADA, worker's compensation, injury leave, major medical and other related leave programs.
- Assists in administration of city benefit programs.
- Reviews proposed policies to assess impact on human resources programs or functions.
- Conducts investigations, including discipline and EEO / harassment
- Maintains compensation system for the City staff; responsible for accurately tracking all pay increases and ensuring all staff are paid appropriately; assists Payroll with pay issues or questions and contract interpretation.
- Administers employee engagement programming including the FUN Committee, Wellness Committee, employee recognition awards, and other employee engagement activities.
- Maintains the City's HRIS and other HR databases to ensure accuracy.
- Implements and monitors performance evaluations to ensure timeliness and consistency; assists with development of performance standards.
- Regular, predictable, and punctual attendance is required.
Minimum Qualifications
Any combination of education, training and experience as listed below which provides the required knowledge, skills, and abilities to perform the essential functions of the job a typical way to qualify is a Bachelor's Degree from an accredited college or university with coursework in Human Resources or related field of study and at least two (2) years progressively responsible experience in human resources field OR Master's degree from an accredited college or university with coursework in Human Resources, Labor Relations, or Employment Law or related field of study.
