Description
The is seeking an experienced professional for the full-time Public Works Operations Administrator position to manage and direct administrative functions of the Department's Operations Division including personnel, training, and safety. The position also assists with planning, managing, and directing Operations Division functions, programs, activities, and responsibilities which includes maintenance of streets, sidewalks, rights-of-way, municipal parks, grounds, and other public facilities / properties; landscaping and forestry development and maintenance; vehicle and equipment maintenance and repair; grass cutting, leaf collection, and snow removal; street sweeping and litter pickup; bulk collection and recycling; traffic control (painting and signage); and special event / special project support and implementation. The position supervises staff and serves as Acting Division Chief in the absence of the Public Works Operations Division Chief.

Starting salary for this position is negotiable within the anticipated target hiring range ($95,000 - $110,000) and will be offered at a level consistent with the relevant experience and qualifications of the candidate. Job Functions
What you will do with us :
- Assist in the planning and directing of all Public Works maintenance functions and programs.
- Track and monitor Division projects; review and evaluate work products, methods, procedures, and efficiency / effectiveness of service delivery; analyze resources allocated; recommend changes and develop / plan improvement programs; provide project updates to appropriate contacts.
- Participate in the development of the annual Division operating and capital projects budgets; oversee and monitor expenditures to stay within budget parameters.
- Manage personnel administration functions of the Division including recruitment, hiring, promotions, discipline, terminations, and other personnel actions; provide leadership and mentor subordinates on developing a service-oriented staff and addressing performance deficiencies.
- Assist with review and update of the Department Career Advancement Path.
- Develop and implement individual and collective effective training programs for safety, vehicle and equipment operation, and proper work habits.
- Conduct monthly Safety Review Committee meetings.
- Investigate and respond to requests for service, inquiries, or complaints regarding Operations Division; meet with citizens or staff to resolve needs or concerns.
- Review, analyze, and evaluate Operations Division administrative issues and functions; develop and implement programs and appropriate revisions and policy / procedure changes based on analysis.
- Develop, plan, and assist with managing the snow removal and ice treatment programs.
- Provide excellent service, pursue continuous improvement, and exceed expectations.

This is a full-time salaried "exempt" position requiring a minimum of 40 hours per week (not eligible for overtime compensation under the provisions of the Fair Labor Standards Act and the City's personnel regulations). Core work schedule based on operational needs will be determined. Attendance at some early morning / evening public meetings or events and other work outside of regular business hours is required. The position may accommodate limited situational remote work (at the discretion of the Department Director). Direct deposit of paychecks is a condition of employment for all City of Gaithersburg employees.
The successful candidate will be subject to a pre-employment background investigation.
