ADDITIONAL PAY (UPON ASSIGNMENT AND ELIGIBILITY):
  • Longevity Pay - beginning at 15 years of service - 5%; 20 years of service 7.5%.
  • Bilingual Pay - $50 per month.
  • Cell Phone Stipend- $75 per month.
  • Medical-in-lieu - Employees who waive the City's medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family.

  • Tuition Reimbursement - Up to $4,000 per fiscal year.
  • Holiday Pay - Fourteen (14) paid holidays: One (1) floating holiday and thirteen (13) fixed holidays observed: New Year’s Day, MLK Jr. Day, Presidents Day, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve and Christmas Day.
  • Vacation Leave- 80 hours per year; after 4 years- 120 hours.
  • Vacation Credit - Those with 4 years of prior public agency experience may request to accrue at rate of 120 hours.
  • Sick Leave- 96 hours per year.
  • Admin Leave - 70 hours for exempt employees.
  • Heath Insurance- City pays a generous portion of the CalPERS medical premium (9 options), City pays 100% for dental and vision premiums.
  • Life Insurance- City paid $50,000 policy and $1,500 policy for dependents.
  • Long Term Disability - City paid policy-benefit is up to 60% of base salary.
  • EAP- Confidential employee assistance plan.

Under general direction, plans, organizes, directs, and coordinates the operational and administrative functions of the Galt Market; coordinates and conducts studies, provides administrative and operational analysis and implementation recommendations related to the Galt Market; provides administrative support to the Parks and Recreation Director; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Parks and Recreation Director. Exercises general direction and general supervision over supervisory, technical, contractors, volunteers, and administrative support staff through subordinate levels of supervision.

CLASS CHARACTERISTICS
This is a single-position, mid-management classification responsible for staff supervision as well as day-to-day general administration and oversight of the Market, vendor, and public relations. Responsibilities are characterized by the requirement for organizational, administrative, and communication skills. The incumbent is expected to apply private sector business-enterprise practices and principles to the operation of the Market, which provides a significant revenue stream to the City, provides an outlet for a large number of local and regional vendors, and draws a significant number of customers.

  • Plans, manages, and oversees the daily functions, operations, and activities of the Market.
  • Develops and recommends goals, objectives, priorities, policies, and procedures for the Market; develops and recommends long-and short-range plans for the Market.
  • Prepares, recommends, and monitors the Market's annual budget, including revenue forecasts, and administers it after adoption.
  • Plans, assigns, supervises, reviews, and evaluates the work of Market employees; trains staff in work procedures, safety, customer service, and public relations.
  • Interprets, monitors, and enforces Market rules and regulations; ensures vendor compliance with local and state licensing and permitting requirements.
  • Oversees the administration of the vendor space reservation system, the allocation of spaces to vendors, the collection of space fees.
  • Reviews, makes recommendations, and administers the Market's advertising and marketing program to attract potential vendors and customers.
  • Coordinates health and safety, parking, and traffic issues relative to the Market with local law enforcement, the County's Health Department, and fire protection agencies.
  • Oversees the upkeep of the Market grounds, sales areas, associated parking and storage areas, and restroom facilities.
  • Receives, investigates, resolves, and responds to daily inquiries, concerns, and complaints from the public or City employees regarding the Market.
  • Engages with and solicits community input from the public, vendors, contractors, and others by giving public presentations and designing and conducting surveys.
  • Drafts reports and correspondence for market vendors, department management staff, City management, City Council, and other agencies.
  • Maintains logs and records of work performed.
  • Responds to emergency situations as necessary.
  • Performs related duties as assigned.

QUALIFICATIONS
Knowledge of:

  • Principles and practices of implementing, administering, reviewing, and evaluating for profit business or enterprise programs.
  • Principles and practices of effective marketing and advertising.
  • Principles and practices of budget development and administration, including developing revenue and expenditure estimates.
  • Principles and practices of employee supervision, either directly or through subordinate levels of supervision, including planning and assigning work, performance review and evaluation, discipline, and the training of staff in work procedures.
  • Organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned functional area.
  • Contract management practices in a public agency setting.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • Practices of researching operations and maintenance issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports.
  • General principles of risk management related to the functions of the assigned area.
  • Recent and ongoing developments, current literature, and sources of information related to public works operations and maintenance.
  • Recordkeeping principles and procedures.
  • Modern office practices, methods, and computer equipment and applications related to the work.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Safe driving rules and practices.

    Ability to:
  • Plan, organize, administer, coordinate, review, and evaluate a large community-sponsored retail and wholesale market enterprise program.
  • Develop and implement goals, objectives, policies, procedures, work standards, and internal controls for the market enterprise.
  • Develop and distribute effective promotional material.
  • Plan and administer franchise, service, equipment, and supply contracts.
  • Develop and administer budgets for assigned program areas.
  • Interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws, and regulations.
  • Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
  • Effectively represent the department and the City in meetings with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations, and in meetings with individuals.
  • Establish and maintain a variety of filing, recordkeeping, and tracking systems.
  • Operate modern office equipment including computer equipment and specialized software applications programs.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Make sound, independent decisions within established policy and procedural guidelines.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Supplemental Information

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:


Bachelor's degree in business, public administration, or a field related and five (5) years of management experience in a retail or wholesale environment, which must have included significant public contact, and budget administration; one (1) year of which must have been in a supervisory role.

Licenses and Certifications:
  • Possession of a valid Class C California driver's license within 60 days of hire and have a satisfactory driving record.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed material and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking around the market may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

ENVIRONMENTAL ELEMENTS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees occasionally work in the field and may be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

WORKING CONDITIONS
Must be able to pass a pre-employment physical and background investigation, including fingerprinting. Must be willing to work evening, weekend, and holiday hours, and in all weather conditions.


The City is on a 9/80 work schedule. The City is closed to the public on Fridays. With partial telecommuting options available for select classifications.

MEDICAL The City of Galt participates in the CalPERS Health Program. Employees have a wide variety of choices of HMOs and PPOs. Employees of this group receive a set dollar amount for benefits(cafeteria plan) in accordance with the Galt Personnel Manual.

CASH IN-LIEU OF GROUP INSURANCE Employees who choose to waive coverage under the City's medical insurance program shall be compensated $200 per month for waiving employee only coverage, $350 per month for waiving employee plus one and $500 per month for waiving employee plus family coverage.
DENTAL City pays the total cost of the premium for employee and dependents.
VISION PLAN City pays the total cost of the premium for employee and dependents.
LIFE INSURANCE City pays the total cost of premiums for $50,000 coverage.

LONG-TERM DISABILITY (LTD) City pays total cost of premium.

SOCIAL SECURITY AND MEDICARE The employee and City both contribute to Social Security/Medicare.

BI-LINGUAL PAY Eligible employees may receive fifty dollars ($50) per month for bilingual skills if meet the criteria and pass an oral or written examination.

EMPLOYEE ASSISTANCE PROGRAM Employee Assistance Program (EAP) is administered by Guidance Resources. Confidential, employer-paid benefit program designed to assist employees in solving personal problems and managing everyday issues. Available to employees and immediate family.

FLEXIBLE SPENDING ACCOUNT
Covers IRS approved medical and/or approved dependent care expenses to be paid on a pre-tax basis.
  • Medical spending up to $3,200 annually
  • Dependent care up to $5,000 annually

PROFESSIONAL DEVELOPMENT AND TRAINING: The City supports continuous improvement and career development. Includes:

TUITION REIMBURSEMENT Up to $4,000 per fiscal year for approved reimbursements.

RETIREMENT SYSTEM (CalPERS)
Miscellaneous Employees
Classic CalPERS full time miscellaneous employees are covered under the 2 % @ 55 PERS retirement program, single highest year final compensation. The City pays 100% of the employer contribution for this program. Employees contribute 7% towards the employee contribution for this program.

PEPRA CalPERS full time miscellaneous employees (hired after 1/1/13) are covered under the 2% @ 62 retirement program. The employee and the City share in the normal cost. The current employee contribution is 8.25%.
The employee and City both contribute to Social Security/Medicare.

DEFERRED COMPENSATION Voluntary Deferred Compensation Plan through TIAA-CREFF.

HOLIDAYS Fourteen (14) paid holidays per year. Employees will also receive thirteen (13) paid holidays and one (1) floating holiday. VACATION CREDIT Employees with 4 years of prior public agency experience may request to accrue at rate of 120 hours.

VACATION CASH OUT Employees are eligible to cash out up to eighty (80) hours vacation per year.

SICK LEAVE Employees accumulate eight (8) hours per month.

SICK LEAVE CASH OUT/CALPERS SERVICE CREDIT Employees retiring or separating are eligible for sick leave cash out of 75% of balance, up to a maximum of four hundred eighty (480) hours; upon retirement, remaining sick leave hours may be converted to CalPERS service credit.
ADMINISTRATIVE LEAVE 70 hours each fiscal year for exempt mid-managers.
LONGEVITY Regular full time employees who have been employed by the City for fifteen (15) years, shall be paid five percent (5%) above their regular base pay. Regular full time employees who have been employed with the City for twenty (20) years, shall be paid seven and one half percent (7.5%) above their regular base pay.
