ABOUT THE POSITION
The City if Galt is currently accepting applications forMarket Manager.
- Longevity Pay - beginning at 15 years of service - 5%; 20 years of service 7.5%.
- Bilingual Pay - $50 per month.
- Cell Phone Stipend- $75 per month.
- Medical-in-lieu - Employees who waive the City's medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family.
- Tuition Reimbursement - Up to $4,000 per fiscal year.
- Holiday Pay - Fourteen (14) paid holidays: One (1) floating holiday and thirteen (13) fixed holidays observed: New Year’s Day, MLK Jr. Day, Presidents Day, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve and Christmas Day.
- Vacation Leave- 80 hours per year; after 4 years- 120 hours.
- Vacation Credit - Those with 4 years of prior public agency experience may request to accrue at rate of 120 hours.
- Sick Leave- 96 hours per year.
- Admin Leave - 70 hours for exempt employees.

Under general direction, plans, organizes, directs, and coordinates the operational and administrative functions of the Galt Market; coordinates and conducts studies, provides administrative and operational analysis and implementation recommendations related to the Galt Market; provides administrative support to the Parks and Recreation Director; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Parks and Recreation Director. Exercises general direction and general supervision over supervisory, technical, contractors, volunteers, and administrative support staff through subordinate levels of supervision.
CLASS CHARACTERISTICS
This is a single-position, mid-management classification responsible for staff supervision as well as day-to-day general administration and oversight of the Market, vendor, and public relations. Responsibilities are characterized by the requirement for organizational, administrative, and communication skills. The incumbent is expected to apply private sector business-enterprise practices and principles to the operation of the Market, which provides a significant revenue stream to the City, provides an outlet for a large number of local and regional vendors, and draws a significant number of customers.

- Plans, manages, and oversees the daily functions, operations, and activities of the Market.
- Develops and recommends goals, objectives, priorities, policies, and procedures for the Market; develops and recommends long-and short-range plans for the Market.
- Prepares, recommends, and monitors the Market's annual budget, including revenue forecasts, and administers it after adoption.
- Plans, assigns, supervises, reviews, and evaluates the work of Market employees; trains staff in work procedures, safety, customer service, and public relations.
- Interprets, monitors, and enforces Market rules and regulations; ensures vendor compliance with local and state licensing and permitting requirements.
- Oversees the administration of the vendor space reservation system, the allocation of spaces to vendors, the collection of space fees.
- Reviews, makes recommendations, and administers the Market's advertising and marketing program to attract potential vendors and customers.
- Coordinates health and safety, parking, and traffic issues relative to the Market with local law enforcement, the County's Health Department, and fire protection agencies.
- Oversees the upkeep of the Market grounds, sales areas, associated parking and storage areas, and restroom facilities.
- Receives, investigates, resolves, and responds to daily inquiries, concerns, and complaints from the public or City employees regarding the Market.
- Engages with and solicits community input from the public, vendors, contractors, and others by giving public presentations and designing and conducting surveys.
- Drafts reports and correspondence for market vendors, department management staff, City management, City Council, and other agencies.
- Maintains logs and records of work performed.
- Responds to emergency situations as necessary.
- Performs related duties as assigned.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Bachelor's degree in business, public administration, or a field related and five (5) years of management experience in a retail or wholesale environment, which must have included significant public contact, and budget administration; one (1) year of which must have been in a supervisory role.
- Possession of a valid Class C California driver's license within 60 days of hire and have a satisfactory driving record.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed material and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking around the market may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
ENVIRONMENTAL ELEMENTS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees occasionally work in the field and may be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
WORKING CONDITIONS
Must be able to pass a pre-employment physical and background investigation, including fingerprinting. Must be willing to work evening, weekend, and holiday hours, and in all weather conditions.
