DEPUTY FINANCE DIRECTOR

The City of Garden Grove is seeking a dynamic and experienced Deputy Finance Director to join its progressive, high-performing team. Home to 176,000 residents and a thriving tourism industry, Garden Grove boasts the Grove District, which offers convenient access to Southern California’s top attractions, including Great Wolf Lodge, Disneyland, Universal Studios, Knott’s Berry Farm, SeaWorld, and miles of stunning beaches.

The City operates under a Council-Manager form of government, with a by-district election system consisting of six council districts and a Mayor elected at-large for a two-year term.

With a Fiscal Year 2024-25 operating budget of $547 million and 573 full-time employees, Garden Grove is committed to financial excellence, innovation, and service to the community. Under direction of the Finance Director, the Deputy Finance Director oversees and coordinates the City’s financial activities including budget development and monitoring, strategic planning, fiscal policy development and implementation, cash management, investment and debt management, and financial analysis and modeling. In addition, the Deputy Finance Director also interacts with City Council, City management, the community regarding the City’s finances, and co-chairs the Measure O Citizen's Oversight Committee.

The ideal candidate for this position will: have high-level financial management skills; thrive in a collaborative environment working as a team with employees at all levels, elected and appointed officials, and the public; articulate complex financial concepts in a clear and concise manner; have experience supervising and managing staff; and recommend creative solutions for complicated financial issues.

Develop and manage the City’s biennial budget, including preparing a budget instruction manual, analyzing department budget proposals for accuracy and fiscal impact, ensuring compliance with financial policies, and providing recommendations to the Finance Director and Budget Committee.

Oversee and contribute to the preparation of comprehensive reports, studies, and statistical analyses for presentation to department heads, the City Manager, City Council, boards, commissions, and the public.

Evaluate alternative revenue sources and assist in long-range financial planning, provide recommendations to the Finance Director, and coordinate implementation efforts.

Represent the Department at community meetings, public hearings, and professional conferences, initiate and maintain relations with community and professional organizations and work closely with citizen advisory boards and various officials to respond to inquiries, provide technical assistance or advice, and resolve difficult or sensitive complaints.

Present the City’s proposed budget at public meetings, effectively communicating financial information to stakeholders.

Serve as a liaison to City departments during the budget development process and ensure compliance with budgetary guidelines throughout the year.

Assist Department Director in the planning, organization and management of department activities.

Oversee the selection, placement, and training of employees.

Supervise and evaluate the performance of assigned personnel, set performance standards, ensure that standards are met, and provide counsel and administer discipline.

Conduct research and data analysis to design and enhance financial systems, focusing on process efficiency, cost containment, and revenue forecasting.

Develop, implement, and manage fiscal policies to ensure financial sustainability and regulatory compliance.

Ensure timely filing of City reports with external agencies.

Manage debt service and oversee treasury administration, ensuring compliance with financial regulations and best practices.

Perform other related duties as assigned.
EDUCATION & EXPERIENCE:
A Bachelor's degree with major course work in management, public administration, business administration or a related field and five (5) years of increasingly responsible financial administration experience, preferably in a government agency, including at least two years of supervisory experience. 

KNOWLEDGE OF:
Principles and practices of public and business administration; principles and techniques of budget development and administration; organization and management practices; research and reporting methods, techniques, and procedures; sources of information related to a broad range of municipal programs and services; principles of supervision, training, and performance evaluations; pertinent federal, state, and local laws, codes, and regulations; short-term and long-term planning; modern office practices, methods, and computer equipment and software related to the work; negotiation and conflict resolution techniques; customer service techniques and principles.

Think clearly, quickly and analyze and solve technical problems involving organization and management; exercise sound independent judgment and demonstrate initiative and creativity with minimal supervision; establish and maintain effective relations with public officials, City Council members, the City Manager, and the general public; communicate effectively, both orally and in writing, with diverse audiences; prepare and make effective public presentations; direct, train and evaluate professional and clerical staff; interpret and apply City policies, procedures, rules and regulations; skillfully navigate informal and formal organizational and community politics; work effectively in time-sensitive situations to meet deadlines; coordinate multiple projects and complex tasks concurrently; influence others to accept complex and difficult decisions; stay abreast of developments and legal changes impacting the industry and organization; commit to providing quality customer service; and work various hours, including nights and weekends as deemed necessary to conform with changing priorities and meet deadlines.
