Summary

The Electric Utility Safety Manager is responsible for development, implementation, maintenance and administration of an OSHA-based occupational safety program across all electric departments. The Electric Utility Safety Manager will be responsible for maintaining compliance with federal, state, and local safety regulations and helping promote a culture of safety throughout the organization. The Electric Utility Safety Manager will promote organization-wide occupational safety awareness and monitor that safety related functions (including investigations, risk assessments and training) are being satisfactorily completed.

Pay Range : $90,704.64 - 121,357.35 (Depending on qualifications and experience)

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Works with the Safety Steering Team and Continuous Improvement Teams to develop and promote the organization's safety culture.
  • Assists in the creation, development and presentation of safety training material.
  • Coordinates and monitors required safety training.
  • Evaluates training methods and programs for effectiveness in increasing employee safety awareness and performance.
  • Conducts and manages safety audits and job-hazard analyses to proactively identify risk exposures and potential hazards.
  • Develops action plans to eliminate and / or reduce risk exposure, and makes recommendations to management.
  • Maintains compliance with federal and state regulations by understanding existing laws and rules, interpreting standards, enforcing adherence, and advising management on needed actions.
  • Coaches managers, supervisors and employees on expected safety roles, responsibilities and protocols.
  • Monitors and administers safety programs for effectiveness, with efforts directed at maintaining a zero accident / incident rate; and makes recommendations for improvement.
  • Identifies safety improvement opportunities with respect to work processes and procedures; reviews findings with appropriate management and staff; and helps implement improvements with respective department staff.
  • Conducts and manages work procedure and incident investigations to determine cause, effect, liability and prevention methods.
  • Analyzes accident reports to determine frequency and loss trends, and recommends mitigation and remedial measures as needed.
  • Determines that safety training courses for all levels of employees are provided as needed (e.g., First Aid, AED, CPR, Defensive Driving, Back Injury Prevention, Office Safety, Hazardous Materials Handling & Spill Response, Construction Safety, Material Safety Data Sheets, and other utility-oriented safety training courses).
  • Coordinates necessary apprentice training.
  • Facilitates all related reporting and updates to the appropriate agencies to ensure program compliance (including the Department of Labor, Department of Veterans Affairs, Veterans Administration, and Texas Veterans Commission).
  • Records and tracks safety training for all employees.
  • Reviews and disseminates monthly, quarterly and annual safety and training summary data to appropriate managers.
  • Works with all departments to maintain Safety Data Sheet (SDS) manuals.
  • Routinely performs spot check audits.
  • Annually approves SDS inventory and provides updates to all departments.
  • Coordinates with City of Garland Risk Management to determine if policies and directives are in compliance with federal, state and local occupational safety and health directives.
  • Responds to emergencies involving employee or public injury and / or damage, and acts as primary investigator for property damage, accidents, near-misses and on-the-job injuries.
  • Coordinate the quarterly mandatory random drug / alcohol testing of department employees with a Class A driver license.
  • Develops and manages contracts for safety professionals who conduct safety meetings and training of department staff.
  • Coordinates annual emergency evacuation drills (e.g., fire, tornado and hurricane) to maintain compliance with facility exit procedures.
  • Participates in the development and administration of the safety program budget; forecasts additional funds needed for equipment, materials, training and supplies; communicates budget requirements to appropriate managers.
  • Supports and models' behavior to promote employee interest in on-the-job safety.
  • Performs related duties as required and responds promptly to work when called in.
  • Trains, assigns work, evaluates and manages performance of subordinate staff.

Minimum Qualifications

  • Bachelor's degree in Industrial Safety, Occupational Health & Safety, Environmental Science, Industrial Hygiene, Electrical Engineering or similar field of study, or an equivalent amount of experience sufficient to successfully perform the essential functions of the job
  • At least 5 years of progressively responsible safety or environmental related work experience in the electric utility industry, or other relevant experience
  • Strong communication skills
  • Strong knowledge of federal, state, and local safety regulations
  • Thorough knowledge of OSHA standards and protocols
  • Knowledge of DOT procedures and drug testing requirements
  • Valid Texas Driver License (or ability to be issued one within 90 days of employment)
  • Preferred Qualifications

    Education / Experience :

  • Master's degree in Industrial Safety, Occupational Health & Safety, Environmental Science, Industrial Hygiene, Electrical Engineering or similar field of study, or an equivalent amount of experience sufficient to successfully perform the essential functions of the job
  • At least 8 years of progressively responsible safety or environmental related work experience in the electric utility industry, or other relevant experience
  • 4 years of experience in a safety leadership role
  • Knowledge, Skills & Abilities

  • Strong communication skills
  • General knowledge of the principles and practices of business organizations
  • Ability to train, develop and motivate the safety culture
  • Knowledge of DOT procedures and drug testing requirements
  • Ability to make accurate decisions and take corrective actions during normal and emergency situations
  • Proficient skill in Microsoft Office (Word, Excel, PowerPoint, Outlook)
  • Ability to take on challenges and learn at a quick pace
  • Licenses and Certifications :

    Hold one or more of the following safety certifications :

  • Certified Safety Professional (CSP)
  • Certified Utility Safety Professional (CUSP)
  • Electrical Safety Specialist (ESS)
  • Construction Health and Safety Technician (CHST)
  • Safety Management Specialist (SMS)
  • Certified Industrial Hygienist (CIH)
