Coordinating water conservation programs, projects, and plans. Develops and implements new programs and projects required by system growth, efficiency improvements, and regulatory requirements.

ESSENTIAL FUNCTIONS:
  • Communicates and interacts with public to promote an understanding of water conservation.
  • Prepares and makes formal presentations to Homeowners Associations, civic organizations and at public events.
  • Monitors and evaluates existing water conservation programs to determine customer participation, actual usage reduction and overall effectiveness of the program; revises program as appropriate.
  • Prepares studies, reports, memoranda, briefs, or other written materials on water conservation to inform customers, City leadership, and other stakeholders.
  • Conducts irrigation system audits, evaluating consumption data, recommending irrigation controller settings and suggesting more efficient water usage options.
  • Develops City policies, procedures, and regulations for water conservation program; researches water conservation policies, best practices, and legislation to recommend changes to conservation initiatives.
  • Collaborates with other area water conservation personnel to benchmark water and drought restrictions and programs and to implement common water conservation policies and standards, when appropriate.
  • Plans, coordinates and staff’s special events, workshops and educational programs for local schools to promote water conservation; works with other city departments to promote water conservation.
  • Develops and manages water conservation program budget; purchases and maintains inventory of conservation aids and promotional materials for presentations, public events, and for use by other departments promoting conservation through other forums.
  • Assists field operations manager with review of projects; ensures new facilities are incorporated into existing programs, processes, and procedures.
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Bachelor’s degree from an accredited college or university with major coursework in, Environmental Studies, Natural Science, Planning, and Resource Management or in a closely related field. Two (2) year of full-time experience related to automatic irrigation system design or installation. OR High school diploma or equivalent. Five (5) years of full-time experience in operations and maintenance of water distribution or wastewater collection systems. One (1) year of the required experience must have been in a lead or supervisory capacity OR Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
Knowledge of:
  • Water efficiency technologies, practices, programs and rebate requirements.
  • Safety practices and procedures.
  • Federal, State and Local water conservation laws, regulations, practices and techniques.
  • Methods of data collection and analysis.
  • Principles and methods of budget preparation and monitoring.
Skill in:
  • Analyzing the effectiveness of conservation programs and initiating program improvements.
  • Communicating effectively, orally and in writing.
  • Establishing and maintaining effective working relationships.
  • Planning and goal setting.
  • Using computer and related software.
  • Implementing programs and related policies and procedures.
  • Develop and administer appropriate program training and communications materials.
  • Calculating budget expenditures and making predictions; calculating area, volume and capacity.
  • Making judgments pertaining to repair needs and supply needs.
  • Finding safe effective solutions to problems.
LICENSES AND CERTIFICATION REQUIREMENTS
Class C Water Distribution and Class II Wastewater Collection Certification from the Texas Commission on Environmental Quality, OR must obtain required licenses within one (1) year of selection to position.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls.
Hiring Range: $56,434.04 - $70,0678.40, annually.
