The City of Georgetown is now accepting applications for a Director of Planning & Community Development. This position organizes, directs, and supervises daily activities and staff of the planning & community development department, including enforcement of codes and ordinances pertaining to planning, and construction. Reports to City Administrator.
Essential Job Functions and Expectations:
- Direct, plan organize and supervise the City's economic development program to enhance the economic health and vitality of the city; develop, recommend and implement short and long-range economic revitalization strategies for the City and its business districts; develop and manage programs to recruit and retain businesses and aid businesses seeking expansion in accordance with state and federal laws and City codes.
- Performs as an integral part of the Planning & Community Development Department to assist in assigning workloads and establishing work schedules, directing and supervising duties of assigned staff, reviewing the work of subordinates for completeness and accuracy.
- Prepares monthly and annual reports, budgets, expenditure requests, and financial statements for the department.
- Answers complaints and inquiries from the City Administrator, City Council, and other groups regarding special projects and community matters.
- Conducts and coordinates research with various government agencies and organizations regarding economic, social and physical factors affecting growth in the city.
- Collaborates with Code Enforcement/Building Official on related issues regarding building in making final decisions.
- Assists in the preparation and management of the annual budget and performance measures for the Planning Department. Reviews and approves requisitions.
- Ensures all Planning related items before elected officials and community groups are fully vetted, well prepared, and professionally prepared and presented.
- Prepares reports and presentations on planning project activities and recommendations.
- Implement programs within major organizational policies and procedures and create and updates progress reports for conferences including Executive level administration.
- Evaluate existing codes and ordinances, recommend changes, and write/updates ordinances. Organizes and directs all programs and activities and administers the budget within the Planning & Community Development Department. Ensures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
- Supervises and assists department staff in providing ongoing training and process improvements, interviews and selects new employees, handles employee problems, approves employee discipline and terminations, and recommends employee promotions, transfers, termination, and salary increases. Refers to policy and procedure manuals, computer manuals, City codes and ordinances, various government laws and regulations, directories, maps, etc. in performing and managing work.
- Attends training, workshops, conferences, meetings, to maintain knowledge of trends and legislation in municipal planning.
- Coordinates activities and gives presentations to various community, civic, and professional groups to increase public awareness. Interacts and communicates with various groups and individuals, such as the City Administrator, City Council, Planning Commission, Zoning Board of Appeals, subordinates, City department heads and employees, attorneys, engineers, consultants, utility companies, and the public.
- Attends City Council, Council Workshop, executive cabinet team meetings.
- Attends and conducts departmental staff meetings; attends workshops and training sessions as appropriate; serves on special panels, boards, and/or committees.
- Assists with situation management teams and, in consultation with the Finance Director and City Administrator, make recommendations regarding rates/fees changes, and other operational issues. Maintains and monitors the Comprehensive Plan activities and updates/rewrites as required by State law.
- Performs other duties as required.
QUALIFICATIONS AND REQUIREMENTS:
- Bachelor's degree with a minimum of five (5) years' experience in community development, planning, architecture, engineering, land use management, or other job-related field, or an equivalent combination of education, training, and experience; master's degree preferred.
- AICP certification preferred or ability to obtain within one (1) year of taking class.
- At least two (2) years' supervisory experience in a related field.
- Microsoft Office proficiency (Word, Excel, PowerPoint) with the ability to learn other software such as NewWorldSystems.net.
- Valid South Carolina Driver's License.
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:
Must be able to lift, reach, bend, exert force, or move objects weighing up to 20 pounds. May require sitting, standing, or walking for an extended period of time. Ability to adapt in a stressful work environment. Operates standing office equipment, such as computer, printer, copier, etc.
