JOB SUMMARY: This position is responsible for directing the operations of the Parks, Recreation & Cultural Arts Department. This position reports to the City Manager.
PAY RATE: This position starts at $100,000, depending on experience and qualifications.
MAJOR DUTIES:
- Plans and directs six divisions of the Department including: Parks; Recreation; Cultural Arts; Community Center; Seniors Program; and Administrative functions in the PRCA Department. Collaborates with staff to establish department goals and objectives; prepares department annual fiscal budgets; represents the department at monthly Parks & Recreation Advisory Board meetings, Arts Commission meetings, City Council meetings and Theatre in the Park Board meetings.
- Coordinates and supervises staff and contracted service providers to ensure that all parks, facilities and buildings are maintained at acceptable levels; responds to citizen concerns and internal complaints; and communicates with employees and contractors regarding facility enhancements and the recommended scope of projects.
- Coordinates staff and services; monitors program status for all divisions; identifies community interest and needs; and develops and enhances parks and recreation opportunities, partnerships and sponsorships.
- Approves bi-weekly payroll; facilitates leave; administers and conducts department safety efforts; seeks opportunities for professional development; prepares performance evaluations; coordinates and recommends hiring; and secures necessary training for employees.
- Serves as a member of the City Leadership Team; assists in formulating upper management goals that reflect the mission and objectives of the City Council; attends public meetings to represent the City and department and to make presentations.
- Develops, coordinates and maintains professional partnerships and relationships with school districts, civic groups, community groups, churches, the Chamber of Commerce, local businesses, athletic associations, area parks and recreation departments and various government agencies to promote parks and recreation activities.
- Oversight and coordination of departmental resources for all community events such as Blues Fest, parades, July 4th Celebration, Scarecrow 5K Run and the Mayor’s Holiday Tree.
- Perform other related duties, as assigned
- Must be available to work weekends and evenings, as needed.
MINIMUM QUALIFICATIONS:
- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Master’s degree in related field.
- Experience sufficient to thoroughly understand the diverse objectives and functions of the sub-units in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require five to ten years of related experience.
- Five years of experience in leading a team at the administrative level is strongly preferred.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Missouri for the type of vehicle or equipment operated.
