The City of Glenarden is seeking an experienced and leadership-minded Assistant City Manager with a demonstrated track record of excellent work and who is also a team player. The Assistant City Manager will play a significant role in providing guidance, support and problem-solving assistance to all Department Heads and promotes the policies of the City Manager and City Council by focusing on issues, communicating internal concerns, and providing information for action by the City Manager. The Assistant City Manager is expected to demonstrate excellent leadership; always operate in a principled and civil manner; place City residents first always and serve as an effective advocate for the interests of the City and residents. In addition, as required, serves as Acting City Manager. The Assistant City Manager reports to the City Manager.

Primary Functions:

  • Assists the City Manager in providing leadership and strategic direction for the effective management and provision of services to the residents of the City of Glenarden.
  • Coordinates the preparation of Resolutions and Ordinances for new or revised legislation affecting department heads.
  • As directed by the City Manager, request City services through request for quote (RFQ) process or request for proposal (RFP) process.
  • Use project management software, such as Monday.com to plan, organize and oversee various projects, ensuring they align with the goals of the City.
  • Serves as project manager as directed by the City Manager on specific projects, including short- and long-term projects working with several departments, outside agencies and others.
  • Assists and coordinates the development and administration of the City’s annual budget.
  • Monitors changes in laws, regulations, and technology that may affect City operations; assist City Manager in implementing policy and procedural changes as required.
  • Prepares, reviews, and presents various management and information reports, and reports on special projects assigned by the City Manager.
  • As requested, responds to difficult and sensitive inquiries and complaints and assists with resolutions and alternative recommendations.
  • Oversee administrative matters as requested by the City Manager.
  • When requested, representing the City, attends a variety of meetings.
  • Stays abreast of new trends and innovations in the field of public administration and management.

Qualifications:

  • Hold a four-year degree (Bachelor’s (B.A.)) from an accredited college or university in Public Administration, Business, Accounting or other related degree relevant to current.
  • International City/County Management Association (ICMA) manager credential or intent to obtain credential is preferred.
  • Valid driver’s license is required.
  • More than 5 years’ experience in a comparable position at any municipality or in the private sector.
  • Extensive experience within a public works environment at county or municipal level is highly desirable.
  • Extensive project management experience using Monday.com is highly desirable.
  • Ability to, as directed, develop and implement goals, objectives, policies, procedures, work standards, and internal controls.
  • Ability to interpret, apply, explain, and ensure compliance with Federal, State, and local laws, rules, regulations, policies, and procedures.
  • Ability to effectively administer special projects with contractual agreements and ensure compliance with stipulations.
  • Ability to administer a variety of administrative programs.
  • Ability to effectively represent the City in meetings with governmental agencies, contractors, vendors, and various businesses, professional, regulatory, and legislative organizations.
  • Ability to prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Ability to conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
  • Ability to use tack, initiative, prudence, and independent judgment within general policy procedural and legal guidelines.
  • Ability to establish, maintain, and foster positive and effective relationships with those contacted in the course of work.
  • Knowledge of administrative principles, including goal setting, program development, implementation, and evaluation.
  • Knowledge of organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures, and operational needs.
  • Knowledge of principles and practices of municipal government administration.
  • Comprehensive knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operations.
  • Knowledge of methods and techniques for the development of presentations, business correspondence, and information distribution.
  • Knowledge of effectively representing the City in contacts with governmental agencies, community groups, various business, professional, educational and regulatory organizations, and with property owners, developers, contractors, and the public.
  • Knowledge of techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

This is a full-time permanent salaried position and is deemed essential. Days and hours of operations are Monday through Friday, 8:30am – 5:00p.m. The incumbent will be expected to attend council meetings and may be expected to work evenings/weekends during City sponsored events.
