About Us:
The City of Glendale’s Development Services Department is made up of the Building SafetyPlanning, and GIS/Mapping Divisions. These Departments serve the City and its citizens to ensure building code standards are met, structure plans are reviewed to ensure safety and proper code/zoning requirements are adhered to, all planning and development projects have had a through permit review process, and that the latest GIS databases and Maps have all the latest information.
The Role:
The Building Inspector Specialist performs building inspections and plan reviews within area of specialization to ensure compliance with the City's building, electrical, mechanical/plumbing codes, abatement policies, other City ordinances, and State and Federal laws for the Building Safety Division of the Development Services Department.
Salary:
This position is:
  • FLSA non-exempt, and will earn overtime for any hours worked over 40 in a week.
  • This position is a Grade 318 with an hourly salary between $30.3404 - $45.5106.

Holiday, Vacation, and Sick Leave:
Regular status positions offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
  • Vacation leave accrues at:
    • 5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours after 5 years
    • Then caps out at 7.6 hours after 10 years of service.
      Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year).

* Days per year estimates are based on an 8-hour work day.
Retirement:
  • This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and the current contribution rate is 12.27%.

  1. Performs specialized inspections in the electrical, structural, plumbing/mechanical and the abatement of hazardous structures.
  2. Works closely with other inspectors, the fire department, and the police department and coordinate efforts relating to hazardous structures
  3. Works with business owners, property owners, homeowners and their agents to address potentially unsafe structures and address deficiencies
  4. Facilitates, attends and testifies in public hearings for unsafe structures
  5. Posts structures as unsafe to use/occupy when warranted and orders the vacation of such structures
  6. Works with senior city management, council members and legal staff
  7. Understand and apply legal concepts as they relate to unsafe structures, property rights, and the rights of individuals when performing their duties
  8. Performs specialized and complex inspections on large industrial, commercial, and residential buildings, during stages of construction, installation and remodeling to ensure compliance with codes, laws, regulations, and accepted practices in area of specialization.
  9. Interprets code requirements and restrictions for architects, contractors, builders and the public.
  10. Reviews and analyzes plans to ensure compliance with building codes and ordinances, and City, State and Federal requirements.
  11. Makes independent field decisions regarding materials or installations based on code requirements, intent of code requirements, or approved construction methods.
  12. Researches and evaluates new materials and methods of installation in area of specialization and prepares written and oral recommendations and decisions.
  13. Reviews city codes and department policies and makes recommendations for change based on technical engineering changes in area of specialization.
  14. Serves as a city representative on committees regarding building codes and public hearings.
  15. Provides technical training for general building inspectors in area of specialization.
  16. Negotiates alternative solutions at job sites to gain code compliance.
  17. Determines extent of damage and required corrections to abate damaged or dilapidated structures.
  18. Issues notices and citations; investigates complaints or problem situations.
  19. Prepares reports and maintains files of inspections, investigations, permits and projects.
  20. Provides quality customer service.
  21. Operates city vehicles.
  22. Performs other related duties as assigned.

Minimum Qualifications:
Two years of college or vocational coursework in building construction, drafting, engineering or a related field and four (4) years experience in Commercial Building Construction or two (2) years experience performing journey level inspections in area of specialization.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.  

Knowledge of:

  • Legal requirements related to Code Enforcement
  • City codes and ordinances in area of specialization, e.g. structural, electrical, plumbing or mechanical inspections applicable to commercial/industrial construction
  • Materials and methods of construction or installation used in area of specialization
  • City codes, ordinances, materials, and methods of construction and installation in other areas of specialization
  • Building safety and inspection methods and the phases of construction where defects may be detected and corrective measures taken
  • Research methods and sources of information related to construction components in area of specialization
  • Legal aspects of building codes
  • Plan review process and procedures

Ability to:

  • Exercise independent judgment and make on-site, complex, specialized technical decisions
  • Establish and maintain effective working relationships with city staff, contractors, homeowners, architects, engineers, and developers
  • Interpret and explain technical building codes, ordinances, plans, diagrams, and specifications
  • Prepare and maintain complete and accurate records and reports
  • Communicate effectively verbally and in writing
  • Negotiate effectively and obtain regulatory compliance
  • Operate city vehicles

Special Requirements:
  • Must have current Arizona driver's license at the time of hire.
  • Must obtain ICC Certification as a Commercial Mechanical Inspector - M2 or Commercial Plumbing Inspector - P2 within 6 months of hire.
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
